About Longview: Longview, Washington (pop. 38,440) is located in Southwest Washington along the scenic Columbia River Basin 50 miles north of Portland, Oregon and 145 miles south of Seattle. Longview is a comfortable and affordable community with close proximity to larger city amenities as well as abundant outdoor recreational activities in the Cascade Mountains, Pacific beaches, and numerous rivers and lakes.

Position Overview:

This position performs engineering work in connection with a variety of public works functions. As directed by the City Engineer, these positions perform design, inspection, review and administration of public works projects; perform development review and permitting activities; and assist in general administration of the Public Works Department. These positions also may direct the activities of engineering technicians during planning, design, construction, and inspection of improvement projects, and for various other assigned projects.

Salary Information:

  • Engineer without PE: $78,492 - $105,948
  • Engineer with PE: $87,924 - $118,716

The City is currently looking to fill 2 Engineer positions. The selected candidates will be placed in the appropriate position grade and salary range according to qualifications: Engineer with PE or Engineer without PE, as determined by the City.

Essential Job Duties

  • Performs project management, which may include: soliciting and managing design consultants; performing project design; evaluating bid proposals; assessing material needs; coordinating the delivery of applicable materials to job sites; material acquisition; equipment or systems commissioning; performing site inspections; timeline adherence; budgeting; and other related activities.

  • Performs design, engineering, and technical work related to the construction, operation, and repair of proposed and existing facilities, developments, and/or programs in assigned area of responsibility.

  • Prepares and/or reviews a variety of engineering reports and plans to verify design calculations and provide recommendations; prepares correspondence related to projects; reviews construction material submittals, Certificates of Compliance, and/or other related information to ensure conformance with applicable state and local specifications.

  • Prepares and/or reviews contracts, standards, drawings, work orders, and specifications for engineering or construction services.

  • Prepares technical studies, background information, reports, and documentation for management consideration on various projects and technical matters; determines the technical and economic feasibility of projects; performs design calculations and analysis.

  • Design, draft plans, write specifications, and prepare cost estimates for municipal public works projects.

  • Act as the City's on-site representative on construction projects assuring quality control; direct inspectors and survey crew on construction projects.

  • Direct survey crew and engineering technicians on design and other projects; maintain project records and prepare monthly cost estimates.

  • Solicit, select, and administer consultant contracts.

  • Review private development plans and plans for work in the public right of way for conformance with City standards.

  • Write legal descriptions and easements, and investigate property ownership

  • Perform infrastructure planning.

  • Perform hydraulic and other computer modeling for planning, development review, or project design.

  • Prepare project cost accounting; provide technical assistance and customer service support for customers in-person and via telephone and email.

  • Monitor utility budgets on a monthly basis to ensure adequate cash flow.

  • Prepare grant applications. Administers grants resulting from successful applications. Assist in administration of grants and City projects.

  • Assures compliance with local, state and federal regulations regarding municipal utility operations.

  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Coordinates citizen requests for service.

  • Performs research of legal descriptions and other documents for property ownership and easements.

  • Participates in a variety of meetings to provide technical guidance, background, and assistance.

  • Provides written and verbal reports as necessary on projects and contracts; presents reports to the City Manager, City Council, commissions, committees, outside groups, and others as directed by the City Engineer.

  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in engineering or related field from an accredited college or university AND 2-3 years of professional engineering experience OR a combination of education, training and experience which would provide the required skills, knowledge, and ability to perform the job as determined by the department.

  • Registered as a Professional Engineer in the State of Washington may be required for certain assignments.

  • Public sector experience is highly desirable.

  • Possess a valid driver's license

Ideal Candidate Information

Required Knowledge and Skills:

  • Principles and practices of engineering as they apply to the planning, location, design, inspection and construction of public works projects; computer design and drafting programs.

  • Knowledge of municipal engineering and public works administration, municipal codes and ordinances, and bidding and construction laws and procedures.

  • Knowledge and experience in budgeting and accounting as they relate to the construction, maintenance, and operation of municipal utilities.

  • Knowledge of local, state, and federal codes, laws, ordinances, and policies as they relate to municipal utilities.

  • Principles and practices of civil engineering as they relate to planning, constructing, and operating municipal utilities.

  • Knowledge and experience in the use of personal computers and programs associated with municipal utilities operations.

  • Basic knowledge of personal computers as they are used to perform municipal public works functions.

  • Read and prepare engineering plans, specifications, and drawings, and perform accurate engineering calculations.

  • Organize and track workload.

  • Plan and administer activities of a group.

  • The skills to communicate courteously and tactfully with the public, public officials, management and subordinate personnel.

  • The ability to communicate in a professional business-like manner, both orally and in writing in English portraying a professional image and attitude.

  • A person of action who is self-motivated. A person who can work well independently as well as in a team or cooperative setting.

  • The ability to exercise discretion over sensitive and confidential issues related to the department and its business.

  • The ability to handle job stress and interact effectively with others in the workplace.
