DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
This position within the Project Delivery Branch in Houston Public Works (HPW) would perform duties to assist the Managing Engineer in facilitating traffic signal, safety, ITS, bikeway, and sidewalk design and construction projects.
Duties/Essential functions include, but are not limited to:
Identifies, analyzes and designs roadway safety improvements, and assists in coordination with Project Management team for implementation
Develops Engineering design exhibits and estimates construction quantities and project costs ? Evaluates project backlog to prioritize safety improvements
Reviews traffic signal, safety, ITS, bikeway, and sidewalk projects to ensure that the latest City of Houston standards are incorporated in all road improvement projects
Communicates directly or indirectly with consultants and contractors to resolve disputes and ensure technical quality
Performs field investigations to verify existing conditions and verify feasibility of improvement options
Prepares and delivers presentations in public and private forums
Researches and prepares responses to project inquiries from citizens and other city personnel
Coordinates the implementation of assigning projects and contracts to contractors/consultants.
Interprets contract language, and researches current and previous contracts on record.
Provides general supervision and coordination in reviewing contractor's compliance with plans and specifications.
Prepares administrative documents and correspondence such as contracts, pay estimates, change orders, reports, letters, forms, procedural guidelines, and schedules.

WORKING CONDITIONS:
The position is physically comfortable; the individual has discretion about walking, standing, etc. Requires the ability to communicate effectively both orally and in writing to deal tactfully with clients, contractors, and the public. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Houston Public Works Management position at the Tier III Level. EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Four years of active practice in engineering work after graduation from an approved curriculum in engineering are required.
SUBSTITUTION:
A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
AND
obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
May require a valid Texas driver's license and compliance with the city of Houston's policy on driving. Knowledge related to the Texas Manual on Uniform Traffic Control Devices (Texas MUTCD). Ability to work with Microsoft Office applications including Excel, Access and Word. Knowledge of drafting applications including AutoCAD and MicroStation and Traffic Signal Analysis such as Synchro.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for such persons are among the most qualified candidates for the position and all other factors in accordance with Executive Order 1-6SELECTION/SKILLS TESTS REQUIRED: None
However, the department may administer a skills assessment test.
