In this role, you will perform advanced professional engineering/architectural work in the following areas directly related to Denver International Airport ("DEN") projects:

  • Specialized program supervision involving some of the City's most complex projects

  • Apply a global, strategic understanding of city agencies and policies, standards, and systems in the program management of Development Services' permit process (review, permit, inspection) for regulated work on complex, multifaceted projects at DEN, from inception to completion including those with an airport-wide impact

  • Identifying the department's architectural and engineering needs in coordination with DEN by initiating analytical studies. Responsible for architectural and engineering quality control involving many components of the Department's and DEN's complex construction and maintenance programs. Completes limited architectural and/or structural plan review based on the current Denver Building & Fire Code

  • Monitoring, evaluating, and modifying existing department engineering guidelines, programs, systems, and processes for optimum efficiency and evolving objectives; participate in strategic planning activities

  • Function as the Department-wide technical expert in multiple areas across airport buildings, systems, and operations

While this work is focused exclusively on projects in and around Denver's International Airport, the position resides within the Community Planning and Development Department.

Location

This position is located at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202. The Webb building is currently going through construction, so you may also work from Republic Plaza located at 370 17th St. Denver, CO, 80202 during construction periods. At times, this role may require some days on site at Denver International Airport.

The City and County of Denver supports a hybrid workplace model. Employees' physical work location is based upon the position's job duties and requirements, customer service and responsiveness, team and individual performance, and business needs and requirements. Our current practice requires in-office work for all employees for a minimum of three days per week. Business needs and initial onboarding may require additional days in the office.

9/80 flex option available after successful completion of six-month probationary period.

What You'll Do

The Development Services Division administers Denver's building and fire codes through review, permitting, and inspection of all development projects in Denver. The candidate selected for this Engineer/Architect Specialist position will work directly on project coordination/management and permitting activities and participate in a wide variety of short-term and long-term projects to implement and support permitting functions within Development Services for airport work in the coming years. Communicating with other team members on various processes and procedures related to the airport will be an important part of this position. Attending meetings with customers to review projects and determine compliance path options will be a key component for this position.

Key Responsibilities include:

  • Administer CPD's review and permit-issuance program for Denver International Airport (DEN). Perform specialized program supervision on some of the City's most complex projects, evaluate engineering methods, serve as the City's technical expert on building- and life-safety codes for DEN related projects and structures, and operate as liaison to negotiate and resolve complex issues

  • Manage review and permit processes for specific program applications including partial scope permitting, expedited reviews, and engineering analyses of regulated facilities, systems, features and components, as well as coordination with other agencies outside of DEN

  • Evaluate engineering systems and methods, serve as the City's technical expert on building- and life-safety codes for DEN-related projects and engineering functions, and operate as liaison to negotiate and resolve sensitive issues

  • Define and apply performance-based, facility-wide life-safety plans meeting the intent of modern codes while merging security protocols imbedded in modern airports and the limitations imposed by existing facilities

  • Manages enforcement of thorough reviews of architectural and/or engineering designs documents for DEN to ensure compliance with design standards and approved design criteria; to enhance maintainability and sustainability; and to enable construction activities to proceed expeditiously with minimal change orders

  • Coordinating with other city departments, counties/jurisdictions, and other relevant agencies/parties and serve as subject matter expert for DEN initiatives. Functioning as the city's technical subject matter expert in CPD for the airport, recommending alternative engineering applications based on changing conditions or new developments in the field, and investigating the feasibility and cost of implementing updates engineering/architectural methods, techniques, and/or processes

  • Assemble and collaboratively work with technical and non-technical teams to update policies and processes while looking at short, medium, and long-term CCD and airport goals

  • Engages other departments in the City, various airport departments, as well as airlines, tenants, employees, and other stakeholders in refining Scope of Work throughout design and construction phases. Other related duties as assigned

Our ideal candidate will have some or all of the following skills and experience:

  • Five years of progressively responsible experience in design management of building and/or civil engineering and a degree in Architecture, Civil Engineering, Structural Engineering, or a related field. Experience within or for an airport facility is strongly desired

  • Experience interpreting, using, and applying the International Building Code, the International Fire Code, and NFPA Standards

  • Professional knowledge of architecture and engineering principles and practices and ability to apply them to supervise subordinate design management staff, advise management on design issues, and engage in design management activities.

  • 2 years of supervisory experience as a project engineer or design project manager (or equivalent) for public sector projects/programs

  • Following initial onboarding period, ability to work independently with minimal direct oversight

  • A collaborative and solution-oriented approach to problem solving complex code-compliance issues through administrative alternatives and equivalent means or methods

  • Ability to communicate effectively - orally and in writing; Ability to use sound judgment; Dependable and can maintain confidentiality; Excellent interpersonal and customer service skills; Self-motivated and motivated to help others; Ability to work as part of a team to support both internal and external customers

  • Strong research and analytical skills, especially in relation to construction, codes, and other standards and analysis tools

  • Ability to read and interpret plans, calculations, specifications, reports, and construction documents such as improvement surveys, site plans, and elevation drawings. Knowledge, skill, and abilities with Microsoft Office Suite, Bluebeam Revu, and permit processing software such as Accela

Required Minimum Qualifications

  • Education: Bachelor's Degree in Engineering or Architecture

  • Experience: Three (3) years of experience at the type and level of a Senior Engineer or Senior Architect

  • Education/Experience Equivalency: No substitution of experience for education is permitted

  • Additional appropriate education may be substituted for experience requirements

  • Requires a valid Driver's License at the time of application

  • Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. OR requires registration as an Architect by the Colorado State Board of Registration at the time of application

  • Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation

  • Licenses and certifications must be kept current as a condition of employment
