Education and/or Equivalent Experience:

  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Engineering or in a field related to the job, plus four (4) years of engineering experience acquired before and/or after licensing as a professional engineer.

Licenses and Certifications Required:

  • Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.

POSITION OVERVIEW:

This position will work on the Expedited Review Team and be responsible for the following:

1.Review building permit plan submittals for a variety of proposed new construction projects for compliance with the Austin Fire Code as part of the City's Expedited Plans Review Program.

The Expedited Plans Review Team will consist of eight plans reviewers representing different City review disciplines who are involved with reviewing building permit plans for new construction projects as a team to facilitate reduced plan review turnaround times and issuance of building permits.

Fire protection related building permit review items include identifying required fire protection systems and features, protection features for the installation of hazardous materials systems, and mechanical smoke control systems.

2.Manage the review of engineering design projects for fire code compliance that may be technically complex, highly visible, or priority projects to verify all pertinent fire code issues are addressed. These projects may require a high level of technical proficiency in application of the International Fire Code, International Building Code and various NFPA standards as well as coordinative and administrative responsibility.

3.Participate in preliminary design meetings with design professionals regarding proposed technically complex building projects to identify required fire protection systems and features and discuss acceptable design options.

4.Have the ability to evaluate and recommend for approval proposed Alternate Methods of Compliance for equivalency with prescriptive code provisions.

5.Provide technical assistance to Austin Fire Department inspectors when needed. Assistance to inspectors will be to provide clarification on approved building plans and acceptability of installed conditions.

6.Coordinate code interpretations and application with other City departments and agencies including the City of Austin Development Services Department.

$38.97 - $50.67 per hour

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Identifies, evaluates, and provides improvement recommendations with preliminary and final designs and design criteria for assigned program or projects. Provides assistance in the preparation of preliminary and long-range plans, schedules, estimates, budgets, detailed final plans, specifications, special conditions, and agreements.

  • Develops cost estimates and tracks expenditures, prepares cost estimates and engineering and feasibility reports and studies for projects. Prepares and/or assists with preliminary contract documents, specifications, and plans. Prepares final plans, specifications, special conditions, and agreements and coordinates and oversees work of contractors, affected public agencies, and utilities. Writes technical specifications for construction contracts.

  • Develops, analyzes, and provides recommendation of engineering reports for a variety of audiences.

  • Inspects and monitors projects for legal compliance by reviewing work completed by contractors and ensuring compliance to specifications by completing complex calculations that are used to further provide analysis of preliminary results of a project.

  • Conducts field inspections of work done by contractors to ensure compliance with plans and specifications. Drafts and recommends approval of contract change orders.

  • Researches and performs statistical analysis for validation of reports and publication of results in various communication formats.

  • Develops standard operating procedures, policies, and ordinances for discipline area by researching, reviewing, analyzing, and updating standardized policies and practices.

  • Develops and monitors performance criteria for various contracts and/or projects. May provide analysis and recommendation of performance of various personnel assigned by contract or projects.
