About this position:

This Engineer 9 position reports directly to the DOTD Chief Engineer and serves as the Administrator of the Critical Projects Division (S35). The Division is responsible for managing the complete lifecycle of the Agency's most complex, critical, and high-risk projects, across multiple disciplines.

The position is responsible for organizing, managing, and overseeing numerous concurrent complex and sensitive engineering projects. The defining characteristics of Division 35 projects, distinguished from project management that may occur in other areas of the agency are their risk to the success of the Agency (typically, project cost in excess of $50 million, projects with complicated federal environmental study and approvals, or projects that have federal or state funding with hard deadlines). Other critical projects may only be tasked to the Division by the DOTD Secretary or Chief Engineer.

Incumbent routinely consults and works with DOTD Executive Staff to coordinate work efforts, communicate managerial needs and project updates, and prioritize resources. This position has high visibility outside the Agency and works directly with various groups including statewide elected officials, consultants, political subdivisions, and federal agencies.

Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1.Four years of licensed engineering experience, two years of which must have been at the supervisory level or above.

2.Eight years of professional engineering experience, two years of which must have been at the supervisory level or above.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required general experience.

A Ph.D. in engineering will substitute for two years of the required general experience.

Advanced degrees will substitute for a maximum of two years of required general experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gainedafter earning an ABET-accredited degree andprior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

Job Concepts

FUNCTION OF WORK:

To direct a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Administrative direction from an Engineer Deputy Administrator or an executive of the agency served. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 8 and lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 8 by the presence of responsibility for directing a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

Differs from Engineer Deputy Administrator by the absence of responsibility for assisting in the administration of all engineering activities for the Department of Transportation and Development or another state agency with a comparable engineering mission.

Examples of Work

50% Administers, manages, plans, directs and evaluates the daily functions of DOTD's Critical Projects Division. The Division is responsible for managing the complete life cycle of the Agency's most complex, critical, and high-risk projects across multiple disciplines.

The Division is responsible for the management of the Capacity Program and the Capital Outlay Program. The projects and programs managed in the Division span areas that require substantial technical engineering expertise and project management skills, including, cost estimating, risk management and quality assurance. Defines the team structure and roles, provides ongoing feedback and coaching, works with Engineer 8 Assistant Administrators to assign individuals to projects, undertakes project related or annual performance reviews, and assists with personal development plans and career paths.

25% Develops and illustrates department-wide program and project management best practices, serving as an agency leader in these areas. Develops and implements critical project processes and policies, directs Division staff, and works with other department leaders to define, prioritize, and develop projects and programs.

The technical expert responsible for establishing the organization's approach to the full life cycle of the projects it undertakes from project planning, initiation, resourcing, execution, monitoring, control and completion. Responsible for the development and implementation of project management strategies executed in connection with alternate project delivery processes (such as design-build, construction manager at risk and public-private partnerships).

15% Coordinates with the DOTD Secretary, Chief Engineer, Project Development Division Chief, Construction Division Chief, Project Delivery Steering committee, and Program Managers to ensure that the Project Management Division meets performance targets that are aligned with the organization's strategic objectives and that projects adhere to best practices. Reports on project status reviews, tracking timelines, budgets and ensures that objectives are being met and that issues are managed appropriately. Also requires communication with elected officials, governmental agencies, and other stakeholders regarding program and project detail.

5 % Represents the DOTD on behalf of the Chief Engineer on matters relating to project management and project delivery methods and processes, on committees and forums at the national, state, and local levels.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
