MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering plus eight years of professional engineering experience, two years of which must have been at the supervisory level or above.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required general experience.

A Ph.D. in engineering will substitute for two years of the required general experience.

Advanced degrees will substitute for a maximum of two years of required general experience.

NOTE:

Job Concepts

FUNCTION OF WORK:

Directs an important segment of a very extensive and highly diversified engineering program. The program is of such complexity that it is of critical importance to DOTD's overall objectives, includes problems of extraordinary difficulty that often have resisted solutions, and consists of several organizational segments requiring subordinate engineering supervisory comparable DCL positions.

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Administrative direction from a higher level engineering administrator or an unclassified official.

SUPERVISION EXERCISED:

Direct supervision usually over Engineer 7(s) DOTD or comparable level jobs, however, based on a Memo of Understanding between Civil Service and DOTD may supervise Engineers 5 and 6, DOTD in the more complex and difficult units.

LOCATION OF WORK:

Department of Transportation and Development.

JOB DISTINCTIONS:

Differs from Engineer 7 DOTD by the presence of responsibility for multiple and diverse sections, units, teams and/or groups; by a more complex scope of work and/or by a larger span of control.

Differs from Engineer 9 DOTD by the lack of responsibility for a major organizational component of DOTD.

Examples of Work

Makes decisions and recommendations that are recognized as authoritative and have far-reaching impact on extensive engineering and related activities of the organization.

Negotiates and arbitrates critical and controversial issues with top level engineers and officials of public/private organizations as well as with elected and public officials of local/state/federal governments.

Recommends major plan changes to the Chief Engineer.

Prepares and administers an operating budget to provide for the most efficient use of available funds; determines staffing needs, develops performance indicators and operational plans.

Participates in the development of DOTD's executive-level strategic plan.
