About this position:

This position is the Manager of the Mechanical Design (Unit 005) of the Bridge Design Section (25), and is an expert on complex mechanical systems for movable bridges and/or building facilities. Incumbent's main responsibility is to manage and supervise the Mechanical Design Unit. However, the incumbent is also responsible for consultant oversight, project management, plan review, and original design of mechanical systems for movable bridges and/or building facilities.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

This position has a Special Entrance Rate (SER) - $3,316.00/biweekly.

The actual starting salary depends on the education and experience of the selected applicant.

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1.Two years of licensed engineering experience.

2.Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

FUNCTION OF WORK:

Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.This position is the Manager of the Mechanical Design (Unit 005) of the Bridge Design Section (25), and is an expert on complex mechanical systems for movable bridges and/or building facilities. Incumbent's main responsibility is to manage and supervise the Mechanical Design Unit. However, the incumbent is also responsible for consultant oversight, project management, plan review, and original design of mechanical systems for movable bridges and/or building facilities.

Position is located at the LA DOTD Headquarters building in the Bridge Design Section (25). To perform work, incumbent may be required to use a state vehicle for statewide travel, climb tall bridge towers, lift heavy items (equipment covers), and occasionally work in extreme weather conditions such as rain, cold, or heat.

While in official capacity, incumbent shall comply with any applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals, and directives.
30% Management/Supervisory Elements:

  • Determines projects that will be designed in house, and projects that will be designed by Consultants. Delegates work to the Mechanical Movable Bridge Expert and the Mechanical Building Facility Expert. Monitors and evaluates their work production.

  • Schedules and prioritizes office workload to establish project deadlines. Tracks projects to ensure they stay on schedule.

  • Establishes, maintains, and enforces design standards for the Mechanical Design Unit. Determines the type of mechanical systems to be used on projects.

  • Coordinates, directs, and reviews the development of mechanical construction documents for in-house design projects.

  • Trains and instructs subordinate employees in the design of mechanical systems for movable bridges/building facilities, and the laws, codes, and regulations governing their design. Trains and instructs subordinate employees on all Department procedures involved in plan development, contract letting, and construction.

  • Resolves technical problems that subordinate employees are unable to solve. Resolves complaints from subordinate employees.

  • Annually reviews employee performance through the Department's Performance Evaluation System (PES). Counsels employees to improve performance.

  • Monitors employee training to ensure the training is up to date. Reviews employee job descriptions to ensure they reflect the employee's current work/responsibilities.

  • Approves/monitors employee attendance and leave usage.

  • Interviews and hires new employees. Recommends employees for promotion.
    25% Project/Task Management, Design, Plan Preparation:

  • Serves as Project Manager for projects that are primarily mechanical in nature such as the mechanical rehabilitation of a movable bridge. Work may include execution of a consultant task order to design and develop contract documents, coordination of the development of all contract documents, maintaining the project schedule, etc.

  • Serves as a Task Manager to oversee the development of the mechanical portions of a project. Advises the Project Manager on all questions related to mechanical issues.

  • Coordinates mechanical designs with other design disciplines (e.g. structural, electrical, architectural), to ensure all systems integrate together correctly with a minimum of conflicts.

  • Reviews mechanical designs developed by the Bridge Design Section (25) and the Bridge & Facility Maintenance Section (51).
    20% Consultant Contracts (Oversight, Review, and Rating):

  • Develop and administer consultant contracts for movable bridge rehabilitation projects.

  • Advises and assists the Consultant Contract Manager with developing mechanical personnel requirements for "Requests for Qualification Statements" (RFQ's) from Consultants to perform the design of statewide movable bridges.

  • Reviews and rates the mechanical portion of "Qualification Statements" submitted by Consultants for proposed consultant contracts.

  • Develops the mechanical scope of work, contract time, and design criteria for consultant contracts/task orders to design/rehabilitate statewide movable bridges and building facilities.

  • Reviews/approves man-hour proposals submitted by the Consultant.

  • Reviews the mechanical portion of construction documents prepared by the Consultant to ensure they meet the requirements of the consultant contract.

  • Reviews and approves invoices for payment.

  • Rates the Consultant's performance on the mechanical portion of the consultant contract.
    10% Construction Related Engineering Services (CRES):

  • Reviews mechanical shop drawings and equipment submittals for assigned projects.

  • Provides district Project Engineers/Inspectors with engineering support during construction. Consists of responding to mechanical related RFI's from the Contractor, answering e-mail/telephone questions from the Project Engineer/Inspector, developing acceptable "fixes" to construction or plan errors as requested by the Project Engineer, and reviewing all mechanical design changes requested by the Contractor during construction.

  • Performs shop inspections of fabricated mechanical equipment prior to shipment of equipment to the field.

  • Performs periodic field inspections of mechanical systems during construction to ensure that all mechanical equipment has been purchased/fabricated and installed in accordance with the plans and specifications.

  • Assists the Contractor with the final setup and adjustment of all mechanical systems to ensure that they are functioning properly prior to the Department's acceptance of the project.
    10% Miscellaneous Duties:

  • Bridge Design Manual: Establishes, maintains, and enforces mechanical design standards and specifications for the Department. Maintains and updates the mechanical design portion of the "Bridge Design Manual."

  • Specifications: Reviews Sections 820, 821, and 823 of the "Louisiana Standard Specifications for Roads and Bridges" and reviews technical special provisions for movable bridge and facilities projects.

  • Advise Section Head: Advises the Bridge Design Engineer Administrator by providing technical guidance on issues related to mechanical systems for movable bridges and building facilities.

  • Recommends Department responses to inquiries from AASHTO related to the "AASHTO LRFD Movable Highway Bridge Design Specifications."

  • Advise Legal Section: Advises the Legal Section (47) on any litigation that involves the design, construction, or failure of mechanical systems for movable bridges or building facilities. ? Coordination with Outside Agencies/Entities: Communicates and coordinates with various federal, state, parish and city officials to keep them apprised of projects under their jurisdiction as needed. Negotiates approval for special requirements (such as a marine closure of a waterway) for projects where the needed special requirement is under the jurisdiction of other agencies such as the US Coast Guard, the US Corp of Engineers, the Federal Highway Administration, etc.

  • Court Recognized Expert Witness: May represent the Department in court as an expert witness for any litigation that involves the design, construction, or failure of mechanical systems for movable bridges or building facilities.

  • Emergency Inspection and Repairs: Assists the Bridge & Facility Maintenance Section (51) and District Maintenance Units with field inspections of movable bridges or building facilities that have had failures of their mechanical systems. Services may include assessment of the failure/damage, recommendations as to whether the damaged mechanical system should continue to operate, recommendations for repairs, and/or preparation of construction documents to effect repairs.

  • Damage Assessment Teams: If a "Major Disaster" or an "Emergency" has been declared, incumbent will participate on an inspection team to assess the damage to movable bridges and/or building facilities, and prepare federal "Detailed Damage Inspection Reports" (DDIR's) to facilitate federal reimbursement of costs associated with repairing the structures.

  • Training: Completes and maintains all structured training required by the Department. Completes and maintains all continuing professional development training required to maintain and renew their professional engineering license. Attends all training/conferences required by their Supervisor.
    5% Other Duties:

  • Incumbent may be required to perform other duties as directed by their Supervisor/Section Head including, but not limited to, emergency/disaster support activities following natural disasters such as hurricanes and flood events.
