MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1.Two years of licensed engineering experience.

2.Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

FUNCTION OF WORK:

Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.Supplemental Information

The incumbent reports directly to the Roadway Maintenance Management Engineer. The Incumbent manages the contract maintenance unit and is the statewide expert on special maintenance and operations' projects & contracts for all sections under the supervision of the Chief of Maintenance.

Incumbent will be responsible for all aspects of project management which includes on-time on-budget delivery of projects (consultant/vendor services etc.) within the approved scope of the project. The incumbent will be responsible for developing, managing and/or evaluating highly technical, specialized and complex maintenance and operations engineering projects.  Serves as the Office of Operation's work zone safety liaison and the Roadway Team Coordinator of the Damage Assessment Team.

 Provides recommendations on maintenance and operations policies and programs to the Chief of Maintenance, Bridge Maintenance Administrator, Traffic Services Administrator as well as the Maintenance Management Administrator and District Administrators. The position is located in Section 42, DOTD Annex. The incumbent must be self-motivated and be able to perform duties with minimal supervision and be able to interpret unforeseen conditions as they may arise.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Examples of Work

30%  Provides oversight and technical input for the Department's Contracted Maintenance program on a statewide level, which is managed by the Engineering Tech DCL and Engineer Tech 4 positions. The program has an approximate annual budget of $26 million.  Provides for staff training, evaluates and manages performance including conducting the annual PES, approves leave and manages the overall work activities of staff within this workgroup.  

25%  Manages all aspects of highly technical, specialized and complex maintenance and/or consultant services projects including delivery of items in the agreed upon scope, schedule and budget. Works independently on administering/managing the consultant services maintenance and operations contracts to ensure compliance with contractual provisions and administrative policies. Is responsible for transferring the findings through the development of effective implementation of maintenance programs.

Is responsible for the formulation, establishment and improvement of maintenance and operations policies and procedures. The incumbent will be responsible for maintenance and operations initiatives as dictated by internal and external entities to improve efficiency and effectiveness of maintenance and operations.

The incumbent is required to research and determine if the maintenance and operations project can be accomplished with resources available within the Department.  In circumstances in which these resources are not available within the Department, the incumbent will be responsible for the development of consultant solicitations. The special maintenance and operations projects include but not limited to ferry systems, central repair, contract maintenance, and equipment management. Examples of these types of projects are the Statewide Engineering IDIQ, Planning and Design of DOTD Liquid and Compressed Natural Gas (LCNG) Fuel Fleet, Equipment Management Program, Sign Data Collection and Analysis Contract, Marine Engineering and Naval Architecture IDIQ.

Manages special projects for the Chief of Maintenance including but not limited to gathering and analyzing maintenance and operations data and recommending the course of action to be taken such as initiating research and maintenance projects, writing reports and recommending changes to policies and procedures.

The incumbent may also be required to research and analyze opportunities to outsource/privatize aspects of maintenance and operations, and to determine which opportunities will provide adequate savings or value to the Department by performing benefit cost analysis and making any resultant recommendation to the Chief of Maintenance for consideration

Manages special projects for the Bridge Maintenance Administrator that deal with bridge inspection/maintenance. Manages special projects for the Traffic Services Administrator that deal with traffic control such as signals and signs.

Serves as the Program Manager for any projects funded through emergency ER projects managed by the Office of Operations.

15% Serves as safety liaison for Section 42 and for the Office of Operations overall.   Identifies opportunities to enhance employee safety by modifying work practices or obtaining additional resources or equipment.  Works closely with the Loss Prevention Section and Traffic Safety Sections to consult on concepts for improvement of safety and to implement such changes.

Responsible for maintaining and updating the Department's Maintenance Traffic Control Handbook (MTCH) to reflect any modified or updated traffic control processes and procedures.  The MTCH is a handbook used as guide by supervisors and operators for planning and installing traffic control at the maintenance work sites.

Ensures the handbook stays up to date with the guidelines and reflects the philosophy of the latest version of the Manual on Uniform Traffic Control Devices (MUTCD) published by the Federal Highway Administration.   Also coordinates with district staff statewide such as District Traffic Operations Engineers and Area Engineers, as well as training and research staff at LTRC to maintain and update the MTCH.

Serves as the Office of Operations representative on the Manual for Assessing Safety Hardware (MASH) Implementation Review Committee (MIRC).  The 2016 AASHTO MASH implemented crash standards for roadside safety hardware and established sunset dates for non-MASH compliant devices.   The MIRC is comprised of representatives from Bridge Design, Road Design, Construction, Highway Safety, Traffic Engineering, Maintenance, and FHWA, to evaluate new highway safety products and details as they become available.  The MIRC will determine if a product is MASH compliant by reviewing information such as the FHWA Eligibility letter, ISO 17025 Testing Facility reports, NCHRP and other 3rd party research, and approvals by other states. 

10%  Serves as the Department's Roadway Damage Assessment Team Coordinator.  The mission of the Department's Damage Assessment Team (DAT) is to perform and deliver timely, accurate engineering damage assessment reports, cost estimates, and summaries of the State transportation infrastructure components and facilities, in order to expedite recovery efforts and provide for cost recovery/reimbursement.

 As the Roadway DAT Coordinator, coordinates with District Points of Contact, FHWA/FEMA, and other team members to conduct damages assessment site visits after declared disaster events.  They are responsible for creation and approval of the Detailed Damage Inspection Reports required by the FHWA to document damages and cost estimates determined to be eligible for reimbursement through the FHWA Emergency Relief (ER) Program.

Also responsible for serving as the Program Manager for projects developed to repair eligible sites, ensuring the projects are assigned to a Project Manager and completed within the eligibility timeframe criteria of the FHWA ER Program.   Coordinates with FHWA to modify any DDIR's as necessary during project development and/or construction phases.

10%  Works with the Roadway Maintenance Management Engineer, the Procurement section, Materials Lab, and DOTD districts to create and update Material Specifications for use in maintenance activities.  Also consults with engineers in the Department's Office of Engineering on engineering design criteria in some cases, and translates this information in order to apply it appropriately for maintenance specifications.

Updates may be required due to changes in the Louisiana Standard Specifications for Roads and Bridges, industry standards, and/or testing methods. Updates may also be needed due to changes in equipment or policies within DOTD.

5%  Assists in directing the activities associated with the DOTD's Maintenance Management System (Agile Assets and Plant Maintenance). The systems are used for the collection, reporting, and analysis of data from district maintenance operations. Supports other staff responsible for handling daily work activities, functions, support, and training for certain modules in Agile Assets and Plant Maintenance.

5%  May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
