About this Position:

Maintains continuous coordination with the Metropolitan Planning Organizations throughout the state with respect to transportation planning activities.  Monitors the development and implementation of individual transportation projects and programs in each MPO area.

 Conducts technical reviews of DOTD Stage 0 (feasibility) studies for proposed projects within all MPO areas to be funded with federal Surface Transportation Block Grant (STBG) funds.  Maintains and has ownership of the Urbanized Area field in the LA Gov/ERP computer system at DOTD.  Ensures that the federal STBG funds for both large and regular MPOs are within budgets.

Supplemental Qualification Requirements:

This position requires two years of professional level experience in transportation planning or engineering, highway design, or environmental engineering.

There is a biweekly Special Entry Rate of $3316.00 for this position.  The actual starting salary depends on the education and experience of the selected applicant.

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1.Two years of licensed engineering experience.

2.Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

FUNCTION OF WORK:

Serves as a leader and departmental authority in either a broad area of engineering or in a narrow but intensely specialized field of engineering.

LEVEL OF WORK:

Expert.

SUPERVISION RECEIVED:

Broad direction from an Engineer 7 or 8. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

Engineer 6 DCL - Urban Transportation Planning Engineer

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Maintains continuous coordination with the Metropolitan Planning Organizations throughout the state with respect to transportation planning activities.   Monitors the development and implementation of individual transportation projects and programs in each MPO area.

  Conducts technical reviews of DOTD Stage 0 (feasibility) studies for proposed projects within all MPO areas to be funded with federal Surface Transportation Block Grant (STBG) funds.   Maintains and has ownership of the Urbanized Area field in the LA Gov/ERP computer system at DOTD.  Ensures that the federal STBG funds for both large and regular MPOs are within budgets.

 Conducts meetings with each of the MPO's technical staff, and appropriate DOTD staff from various sections, to periodically review the status of the MPO's projects and programs.  When necessary, initiates corrective actions to ensure that MPOs are following federal regulations with regard to transportation planning activities and programming of projects and implementation of programs. Supervises one Program Specialist 5, in which requires planning, directing, organizing and evaluating MPO transportation planning activities.

Acts as the DOTD expert for all activities related to the development, review, and adoption of the periodic updates of each of the MPO's Transportation Improvement Programs (TIPs).  Coordinates the inclusion of all MPO TIP projects into the State Transportation Improvement Program (STIP).  Reviews the annual Unified Planning Work Program (UPWP) for each MPO.  Coordinates with the Federal Highway Administration (FHWA) for its approval of all UPWPs.  Also participates with the analysis and document development for the federally mandated air quality transportation conformity determinations for affected MPO areas.

Keeps informed of federal transportation legislation and rules, especially related to transportation planning in general and metropolitan transportation planning in particular.  Analyzes proposed federal laws and rules and prepares reports describing their impact and, when appropriate, provides any recommended positions for the DOTD administration.

Conducts detailed transportation planning studies for proposed major transportation corridor/facility improvements throughout the state.  These economic-based studies provide decision-makers with consistent, comparable analyses of such proposed projects.  The incumbent must act as Project Manager for the development and administration of contracts with private consultants for the studies and when necessary interact with legislatively established commissions, elected officials, business groups and citizens groups.

Assists the Statewide Planning Engineer with creating/updating the Statewide Transportation Plan (Long Range Plan), the State Freight Plan and any other Multimodal Plan and assisting with any necessary activities related to the review and adoption of the final plan(s) and with monitoring the implementation of the Plan(s) between updates.  This may include, but not limited to, participation in development of the scope of services for the Plan(s) consultant contract(s), contract development and various meetings throughout the development of the new Plan(s) - including meetings of the various Plan Advisory Councils, when applicable.

Conducts special studies and manages special projects of an atypical nature as requested by the Secretary, Deputy Secretary, or Assistant Secretary Office of Multimodal Planning regarding proposed legislation affecting transportation issues in general or transportation policy initiatives.

May be required to perform other duties as necessary including, but not limited to emergency/disaster support activities.
