About this Position:

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1.Two years of licensed engineering experience.

2.Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

JOB DISTINCTIONS:

Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.

The position for the Engineer 6 DCL serves as the Program and Project Manager with administrative and technical responsibilities for two federal aid safety programs: the Local Road Safety Program (LRSP) and the Safe Routes to Public Places Program (SRTPPP).

The LRSP and SRTPPP are two components of the overall Highway Safety Improvement Program (HSIP) and must be administered in accordance with 23 CFR 924 and in coordination with the Louisiana Highway Safety Plan (SHSP). The incumbent must be knowledgeable of federal laws and regulations as well as DOTD standards, specifications, design guidelines, and policies required for the development and implementation of federally funded Local Public Agency (LPA) safety projects. The incumbent must also have expert knowledge of AASHTO pedestrian and bicycle design guidelines, DOTD Complete Streets Policy and EDSM, and the Americans with Disability Act (ADA) requirements as it relates to safety infrastructure projects. It requires close coordination with HSIP Infrastructure Program Manager, Local Technical Assistance Program (LTAP), road design, bridge design, real estate, scoping, planning, districts, utilities, legal, Metropolitan Planning Organizations (MPOs), LPAs, and the Federal Highway Administration (FHWA). This position reports to the DOTD Assistant Highway Safety Administrator.

Local Road Safety Program (LRSP): The LRSP is intended to increase local community participation in roadway safety and to develop and implement data-driven road safety improvements to reduce fatalities and injuries on local public roads. This program is part of the implementation of the SHSP.

The annual funding level for the LRSP is $3-$5 million per year from the DOTD Highway Safety budget partition. The LRSP typically includes approximately 70 projects being tracked at any given time. Each LRSP project takes approximately 3 years to follow through the project delivery process from application phase to full construction.

Safe Routes to Public Places Program (SRTPPP): The development of the SRTPPP is a result of the recognition that the transportation network is utilized by motorists and non-motorists, such as pedestrians, bicyclists, and transit users of all ages and abilities. The SRTPPP aims to address the safety needs of the non-motorists evidenced in fatality and serious injury data.

On average, pedestrians and bicyclists represents over 15% of the overall annual fatalities and serious injuries and roughly 40% of those occur on local roads. The annual funding level for the SRTPPP is $3-$5 million per year from the DOTD Highway Safety budget partition. The SRTPPP typically includes approximately 40 projects being tracked at any given time. Each SRTPPP project takes approximately 3 years to follow through the project delivery process from application phase to full construction.

Duties and responsibilities of the LRSP and SRTPPP Manager will include but are not limited to:
50%              Project Management

Reviews, evaluates, and approves the engineering feasibility studies, designs, cost estimates, specifications, and construction plans prepared by sponsors and/or consultant engineering firms for LRSP and SRTPPP. Coordinates reviews with other sections of DOTD, including environmental, road design, contracts & specifications, construction, and others as appropriate. Directs consultants to connect any plan errors and/or omissions discovered during reviews. Attends project site visits as requested. Tracks projects from project application approval to construction to determine that all parties within DOTD and other entities have performed their tasks in a timely manner and according to federal guidelines and DOTD standards/guidelines. Develops and/or updates agreements, including entity-state agreements, memorandum of understandings, and funding allocations tables for the individual projects for both programs. Serves as the technical expert for all matters regarding the LRSP and SRTPPP.
20%   Program Management

Serves as the DOTD lead for the selection of LRSP and SRTPPP projects and coordinates with the HSIP Infrastructure Program Manager on scheduling of projects for five year outlook. Coordinates with LTAP and HSIP Infrastructure Program Manager on project application reviews to ensure funding and resource availability.

Oversees the eligibility review and provides input to stakeholders concerning policies and guidelines for ranking projects. Provides the HSIP Infrastructure Program Manager a final list of selected projects for inclusion into the safety program within the appropriate fiscal year.

Ensures projects are on schedule for letting and project cost estimates are up to date for HSIP Infrastructure Program Manager. Recommends if federal funds for a project should be modified and requests budget modifications through the HISP Infrastructure Program Manager. Provides functional supervision over 1-2 DOTD contract engineers tasked as LRSP and SRTPPP project managers.

Updates and/or maintains the STRPPP Program Guidelines and Project Application. Provides assistance to LTAP for establishing the LRSP Program Guidelines and Project Application.
15%       Advertisements/Retainer Contracts

Manages retainer engineering retainer contracts and issues task orders for all phases of project development as necessary. Determines assignments of projects to consultants under retainer contract for the LRSP and SRTPPP. Duties also include reviewing and approving scope of work, schedule of work, and monthly invoices for each task order.
10%       LPA Program Assistance & Outreach

Coordinates with other LPA programs managed by DOTD for consistency and participates in LPA matters as requested. Conducts presentations and/or organizes outreach training workshops for stakeholders concerning DOTD/LPA program policies, guidelines, and processes. Maintains the SRTPPP website and works with LTAP to maintain the LRSP website. Provides technical assistance to Louisiana Complete Streets Advisory Council as needed. Participates on AASHTO Active Transportation Council and Local Road Safety Subcommittee for the AASHTO Committee on Safety.
5%          Miscellaneous

May be required to perform other duties as necessary, including but not limited to emergency disaster support activities.
