Enforcement Prosecutor - Inspectional Services

Job Summary: The Enforcement Prosecutor plays a crucial role in coordinating with various departments and agencies to manage cases related to noncriminal violations, appeals, and complaints. They work closely with the Municipal Hearing Officer, housing court, local board of appeals, licensing board, board of health, and other decision-making authorities to ensure due process, scheduling, and case management. Additionally, they investigate potential violations of local ordinances, Code of Massachusetts Regulations, and General Laws. The Enforcement Prosecutor also provides general assistance and information to homeowners, business owners, and the public to promote compliance with the law.

Job Duties:

• Supports the City's policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures; advise or provide relevant facts to the administration, judiciaries, department heads, boards, council, and other relevant parties.

• Provides information and guidance to the public, other departments, and governmental agencies regarding codes, violations, compliance requirements, and processes.

• Develops case documentation and prepares written reports and related procedures to aid the code enforcement officers.

• Coordinates as necessary with the municipal hearing officer, code enforcement officials, municipal clerks, department heads, court administrative staff, judicial clerk, judge, board members, chairpersons, city councilors, mayor, or administrative staff to provide case updates, department recommendations and to ensure prompt responses from those offices to inquiries regarding case status.

• Presents evidence and testimony as necessary and as a witness in a court of law in behalf of the City.

• May act as Code Enforcement Officer in a limited scope to extend compliance deadlines; serves legal papers, processes code enforcement cases and conducts on-site visits as required.

• Develops and maintains enforcement tracking reports for municipal departments and administration; provides timely responses to requests for reports and spreadsheets, which detail activities of the code enforcement division.

• Prepares cases for hearings including marking for evidence, collating, supplying memos to the Hearing Officer, Boards, and other decision-making authorities and all parties of record and duplicating as necessary.

• Acts as a liaison to the public, other departments, governmental agencies, and law enforcement regarding complaints; provides assistance as required to help further the goal of the code enforcement division.

• Performs related duties as required

Qualifications

• Associate degree and five (5) years of experience in public health, fire prevention, building and zoning, planning and land use regulation, research, legal procedure, and process, or legal enforcement and appeals; OR any equivalent combination of training and/or experience that provides the required knowledge and abilities. • Must pass job-related tests, certifications, and coursework as required by the municipality. • A valid Massachusetts State Driver's License is required.
