Procurement operates the global sourcing, purchasing, supplier and spend management for Barclays within COO and is responsible for working in partnership with Business Units and suppliers to deliver innovative solutions for Barclays, balancing costs against service levels and risks, enabling Barclays to achieve its ambition of becoming the bank of choice. Overall purpose of role
The role holder will be a Senior member of the Functions and CSO Sourcing team focusing primarily on executing deals in Technology (Software, Services and Applications).
This group are one of six key technology subcategories directly responsible for managing commercial deals in excess of 2.3bn annually and are required to work collaboratively and strategically with the internal teams sitting within Procurement and Legal and SME functions, and with External Suppliers, to deliver a consistently high quality product and service.
Support the Pod Lead in working closely with the Category leads to identify transactional activity in the category teams and to develop a strategy to address the execution of each type of activity in a lean and the most optimal way for the firm. Execution of each of these strategy work streams would be conducted in partnership with the category Leads and change teams.
The role holder will be a Senior VP member of the Sourcing Functions and CSO team responsible for delivery of deals primarily for Software, Services and Applications with third parties.
The role holder will manage end to end Sourcing events including RFX, commercial negotiations with relevant Vendors and partner as appropriate with the legal support teams to ensure consistent and favourable commercial terms which always mitigate business risk for Barclays.
The role holder will be accountable for ensuring that all relevant Sourcing documentation is input to the deal management and contract Systems to be in compliance with business and internal SSMP policy requirements.
The role holder will be required to build and maintain a strong operational and strategic network with the category leads to report, measure and improve on deal execution capability.
Stakeholder Management and Leadership
The role holder will be supporting the Pod Lead working intimately with the Category Leads (Director level) and their direct reports as well as stakeholders up to MD, senior executive level who are key users/owners of the spend category. This will be in an operational and strategic capacity.
The Sourcing team works closely with the internal legal teams to ensure commercial risk is minimised for Barclays on the deals they are negotiating and remediating as well as the internal clients / business areas.
The role holder will work with and negotiate with the external suppliers who are dealing with Barclays.
Decision-making and Problem Solving
Deliver end to end Sourcing activity from requirements scoping, sourcing strategy development, eRFX, Negotiations. Support category and BU teams in opportunity assessment and identification.
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
7 10 years extensive experience in Strategic Sourcing within Technology.
5 years' experience working on Software/ Services/ Applications related projects.
5 years Sourcing experience.
Experience working within multi business unit, global organisations.
Preferred experience working within a regulated environment.
Team leadership experience at a range of levels.
Supply chain/value chain design.
A proven ability to conduct engagement/communication with suppliers and spend categories.
Strong contract negotiation skills, the relevant Financial Services experience, strong networking and stakeholder management skills.
Recognised as technical expert and SME in the areas of Sourcing for their category and have a good understanding and experience with the full suite of Sourcing tools and techniques.
Be able to create clarity and coherence in the role for the team by performing accurate analysis on a range of data. They must maintain a sound awareness of risk, process and controls in their area.
Understand the commercial value drivers over a medium term timeframe with a good knowledge of competitors and current industry practices.
Be a decision maker and setting strategic direction with their own business area where driving continuous improvement and innovation will be core objectives.
