Under 38 U.S.C. 4103A(a), a Disabled Veterans Outreach Program (DVOP) Employment Specialist provides intensive services and facilitates placements to meet the employment needs of veterans, prioritizing service to special disabled veterans, other disabled veterans, and other categories of veterans in accordance with priorities determined by the U.S. Secretary of Labor.

Specifically, the DVOP Employment Specialist will: Direct their activities to eligible veterans and eligible persons who have a Significant Barrier to Employment (SBE). Provide assessments, job development, placement, work direction, support services, and counseling for individuals in need of specialized placement services and/or individuals seeking and/or receiving assistance from Workforce Innovation and Opportunity Act, and the Reemployment Intensive Services, and Employer Relations programs to promote work and self-sufficiency.

Candidate will need to be able to work 40 hours per week, as scheduled, between 7:30 A.M. and 5:00 P.M., Monday - Friday.

APPLICANTS MUST MEET THE FOLLOWING REQUIREMENT TO BE CONSIDERED.

Requirement: Federal law requires that any Department of Labor position funded by a DVOP grant must be filled by a veteran who meets one of the criteria below. Applicants for this position must submit a copy of their DD214 discharge papers with their application.

Applicants must meet one of the following criteria below:

a) served on active duty for a period of more than 180 days and was discharged or released therefrom with other than a dishonorable discharge;

b) was discharged or released from active duty because of a service-connected disability;

c) as a member of a reserve component under an order to active duty pursuant to selection 12301(a), (d), or (g), 12302 or 12304 of title 10, served on active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and was discharged or released from such duty with other than a dishonorable discharge; or

d) was discharged or released from active duty by reason of a sole survivorship discharge (as that term is defined in section 1174 (i) of title 10).

The Ideal Candidate Will Have:

A bachelor's degree from an accredited college or university is preferred.

Knowledge of:

  • business employment/recruiting practices;

  • resume development, interviewing and counseling techniques;

  • principles of human behavior and motivation;

  • federal, state, and local public assistance programs;

  • career training programs and post-secondary education opportunities;

  • veterans employment programs and community services;

  • disability programs and Vocational Rehabilitation services;

  • labor market data, resources and economic conditions the area of responsibility;

  • Microsoft Office Word, Excel, and Outlook.

Ability to:

  • council and motivate participants towards success in their program participation and employment goals;
  • partner with related veteran agencies and their staff to coordinate effective delivery of program services;
  • conduct effective outreach to both potential program participants and with appropriate related organizations;
  • conduct and give group presentations;
  • review all open case files of current participants with a SBE or in an authorized category and perform case management duties;
  • manage a caseload of case-managed SBE veterans and eligible persons;
  • conduct relationship building, outreach and recruitment activities with other service providers in the local area;
  • enroll SBE and authorized category veterans in the local office;
  • deal tactfully with others;
  • interpret rules, policies, procedures;
  • successfully work with people of all levels of education and experience;
  • work independently;
  • maintain effective working relationships with others;
  • communicate information clearly and concisely, either individually or to groups in a classroom setting;
  • maintain self-control under stressful situations;
  • navigate computerized job seeker database.

Summary/Objective The Veterans Outreach Specialist is responsible for providing a safe and welcoming environment as well as resource connections for homeless veterans who utilize the center. This position carries out responsibilities in the following functional areas: environmental upkeep, supply management, supervision/security, daily living skills coaching, data entry/reporting, and community partner collaborations. Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. * Monitor the access to and use of the Veteran's Outreach Center with a welcoming, courteous, and professional presence while demonstrating the values of Volunteers of America * Ensure veteran qualification for access, coordinate the intake of new participants, and document facility use through daily logs, including computerized data entry and report compilation * Manage the hospitality tasks associated with the center to include the preparation of coffee and snacks and maintain the inventory of related supplies * Coordinate schedules for access to laundry facilities, shower facilities, computer resource center, and meeting rooms * Ensure participant compliance with the center's rules/regulations and codes of conduct with a respectful, yet assertive demeanor. * Monitor behavior and submit incident reports immediately for non-compliant behaviors such as verbal conflict, physical aggression, and sexual conduct occurring in the facility * Ensure the facility's environmental and cleaning standards are met; maintain cleaning logs and report maintenance needs * Maintain an orderly storage area for supplies and donation materials * Manage the messaging and mailing center for veteran participants by sending and receiving communications received by fax, mail or phone in a confidential manner * Develop trusting and supportive relationships with the participants and their families while connecting them to community resources specific to their individualized needs * Provide informal coaching and roundtable discussions with participants on subjects of their interest to aid in the development of responsible living patterns * Collaborate with Veteran's Affairs Homeless program staff; manage the meeting room schedule for use by other veteran's resources * Support the organization with maintaining contractual and accreditation standards that ensure quality services and management Competencies * Relationship building skills with diverse populations * Effective oral and written communication skills including conflict resolution * Time Management, organization, and prioritization abilities * Calm problem solver in emergency situations Supervisory Responsibility This position has no direct supervisory responsibility for colleagues, only supervision of participants to ensure the code of conduct for facility use is upheld. Work Environment This job operates in a professional office environment in combination with a direct service area and requires frequent movement between the two spaces. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones. Additional technologies (Ipad, radios, locks, etc) are in place for the purpose of supervision, security, safety, and communication. Physical Demands While performing the duties of this job, the employee is regularly required to talk or hear. This role involves frequent movement and transitions between tasks with the ability to move/transfer items that weigh up to 50 pounds.
