Under the direction and general supervision of the Employment Manager, this position provides human resources support and assistance to co-workers, ARC employees, managerial staff, candidates for hire and the general public ensuring the fair and consistent implementation of human resources policies and practices. This position coordinates the hiring/onboarding process and supports the maintenance of employee records and documentation. Adheres to Augusta-Richmond County Personnel Policy and Procedures, federal, state and local employment laws, and applicable codes.


  • Facilitates all onboarding activities for new hires and transfers; maintains new hire paperwork; creates offer letters and extends the official contingent offer of employment to candidates; acts as the post-offer liaison between (potential) new hires and departments to answer questions; ensures an impactful candidate/new hire experience; streamlines communication for all parties.

  • Processes pre-employment screenings and coordinates the Occupational Health process, as necessary; verifies and processes I-9 documentation; conducts employment verifications.

  • Prepares and inputs employee data, using the automated HRIS, to produce accurate and timely information for HR/Payroll purposes; maintains employee electronic records, personnel files and documentation. Responsible for accurate record keeping and maintenance of pre-employment/new hire paperwork, and documentation as it relates to post-offer, pre-employment activities

  • Performs troubleshooting on a variety of issues requiring the ability to network and leverage relationships to support the new hire process. Provides support for HR/Recruiting projects and activities

  • Assists applicants and departments with the applicant tracking system. Assists in maintaining applicant database


  • Maintains employee electronic records, personnel files and documentation

  • Provides assistance in the hiring process

  • Ability to maintain confidentiality and sensitive information with discretion and prudence

  • Ability to work in a fast-paced, ambiguous environment


Education: High School Diploma or G.E.D. required. Associate's Degree preferred

Experience: Two (2) years of Human Resources related experience


  • Knowledge of electronic record management

  • Knowledge of applicant tracking system including candidate application tracking, interviewing, and candidate selection

  • Considerable knowledge of Human Resources Information Systems

  • Considerable knowledge of theory, principles, and practices of employment services

  • Familiarity with federal, state laws, local ordinances related to employment practices and procedures

  • Proficient in Microsoft Office applications and record-keeping systems related to Human Resources and payroll programs

  • Demonstrated ability to work independently

  • Familiarity with local, state, and federal laws and Augusta-Richmond County policies and procedures

  • Excellent communication skills both written and oral

  • Must be detail-oriented and organized

  • Strong time management and customer service skills

Positions in this class typically require: walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Work is performed in an office setting.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

SUMMARY Provides the full scope of reception and administrative office support services to the office. Provides administrative support by maintaining a close and highly responsive relationship to the daily and ongoing needs of the office staff.
