Are you detail oriented, organized, and able to work independently? Do you have account management or unemployment experience and want to continue to expand on that knowledge? Are you motivated to use your skill to aid employers in their processes of the unemployment chain?

As an integral part of the Iowa Workforce Development, an Employer Liability Specialist of the Account Management team, will assist employers to establish, maintain, and terminate accounts that aid all of Iowa in Unemployment Process. It all starts here.

Employer Liability Specialist

Description of Work

  • Setup and maintain Iowa Unemployment Insurance tax accounts in accordance with the Iowa Employment Security Law, rules, and polices.

  • Investigate changes in business ownership to determine liability of a successor employer.

  • Explain effects if successorship to both successor and predecessor.

  • Reserve fund balances.

  • Ability to be charged in the future for benefits.

  • Possible liability for indebtedness for predecessor.

  • Transfer employer experience and re-compute tax rates.

  • Investigate employers who are delinquent in filing wage reports.

  • Appear as a representative for the Iowa Workforce Development to verify legal points of the law and/or supply facts relating to liability determinations appealed by the employer.

Liability Expectations

  • Set up, maintain, and terminate accounts as needed per Iowa code.

  • Investigate and verify all registrations made with Iowa Workforce Development combined with knowledge of the Iowa code to determine if a business is liable.

  • Process Power of Attorney, Voluntary Election, Reimbursable forms received from employers.

  • Process request for change of ownerships.

  • Provide customer service via email, phone, to employers to aid them in managing their accounts.

  • Maintain good agency relationships with internal and external contacts.

  • Appear in appeals for liability determinations.

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection, or related experience for one year of required minimum education with a maximum substitution of four years;

OR

an equivalent combination of education and experience substituting one year of financial auditing, tax collection or related experience for four semester hours of the required course work;

OR

employees with current continuous experience in the state executive branch that includes experience equal to nine months full-time work as an Accountant/Auditor 1.
