Facebook is seeking an Employee Relations Manager to support our growing organization. The ideal candidate will contribute with both hands-on and strategic support of our people managers through performance management and workplace conflict issues to cultivate an innovative, high-performing, and inclusive culture. The ideal candidate will have a strong assessment of different types of risk, bring creative and effective ideas and solutions to a growing organization and have proven experience leading, growing, and scaling experienced HR professionals.

Employee Relations Manager Responsibilities

  • Manage and grow a team of ER Partners to support the business

Provide strategic Employee Relations support, business partnership, thought partnership, and coaching to all levels of the organization

Proactively assess team, manager, and organizational development needs, make recommendations, and implement appropriate solutions

Provide rigorous data analysis and reporting solutions based on business needs, highlighting key trends in employee relations to actively drive proactive solutions to minimize reactive work

Independently design, facilitate, and scale Manager Training based on data analysis

Integrate and partner with HR colleagues in the HR Business Partner, Legal, Investigations, Learning & Development, and HR Programs teams to implement solutions and help scale the business

Partner closely with regional HR partners on global strategy and execution

Participate and lead projects as an integral member of the extended HR community

Minimum Qualifications

  • 8+ years experience in an Employee Relations, HR Business Partner or equivalent role

Demonstrates solid judgment and experience assessing risk relative to the business

Effective communication and critical thinking skills

Demonstrates empathy and experience driving inclusion work

Demonstrates project management and change management experience

Demonstrated experience learning and thriving in a constantly changing environment and to cultivate relationships across teams

Experience using data to identify insights that drive action

Experience helping global and/or matrixed organizations scale

Proven experience leading, growing, and scaling experienced HR professionals

Preferred Qualifications

  • BA/BS degree

VIEW JOBS 8/8/2020 12:00:00 AM 2020-11-06T00:00 The Human Resources (HR) Employee Relations (ER) Manager reports to the Deputy Director of Human Resources and serves as the manager of employee relations staff for the Health and Human Services (HHS) system. Provides overall program leadership and strategic direction for the unit's employee relations activities supporting the HHS System. Manages unit budget activities and efficiently uses agency resources. Approves travel and other requests impacting the department's budget. Hires and develops ER staff and administers appropriate personnel actions as needed. Provides direction and guidance administering the Department of Public Safety (DPS) and Federal Bureau of Investigation (FBI) criminal background checks (CBCs) for affected HHS agencies. Assists HHS agencies with responding to Department of Labor (DOL) Wage and Hour complaints. Supports various initiatives including the human resources' component of supervisory training and provides ER staff resources. Works with the agency's contractor for outsourced human resource services as needed to address HHS System workforce issues or concerns. Works effectively with staff from the HHSC Office of Chief Counsel and agency executive management in addressing employee relations issues. Provides recommendations and suggestions designed to resolve employee conflicts at the lowest level. Serves on various workgroups and provides HR advice and consultation related to the topic addressed. Establishes goals and objectives for the Employee Relations unit, evaluates services, and makes recommendations. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Essential Job Functions: Provides leadership and manages the daily operations of employee relations staff to ensure policy and procedures are in compliance with the state and federal laws, HHS policies, procedures and guidelines. Works with human resources leadership to establish short and long-term goals and objectives, sets priorities and standards for achieving goals and manage evaluation activities. Establishes systems for setting priorities, planning activities, and organizing employee relations staff and resources to meet the needs of the HHS agencies employees and management. Conducts employee counseling and evaluation sessions, including documentation of areas for improvement or exceptional performance and recommends appropriate personnel actions. Consults with HR management and the Civil Rights Office, when appropriate to standardize HHS system guidelines, policies and procedures for stakeholders, employees and managers. Ensures staff in the employee relations unit is responsive to customer needs and meets expectations. Consults with HR management and the Office of Chief Counsel to standardize HHS system guidelines, policies and procedures for stakeholders, employees and managers. Interprets and ensures consistent application of human resources policies, agency guidelines, policies and procedures, applicable legislation and labor laws. Maintains knowledge of state and federal legislation, external factors influencing human resources and policy decisions to ensure compliance with federal and state laws. Provides technical assistance and expertise on complex compensation and human resources related issues and works with the payroll and time, labor and leave department and the contractor for outsourced human resources activities, as needed, to execute appropriate action. Represents department management with human resources related matters in meetings, conferences, and workgroups. Performs other duties as assigned and serves as a supporting role for HR management. Experience and education may be substituted for one another. Five years of experience in human resource management. Experience in a managerial capacity in a human resources organization preferred. Experience interpreting and applying policies and procedures to staff and the general public. Experience advising and counseling management staff and employees on human resource related issues.
