Job Summary

Serves as the primary Employee and Labor Relations Advisor in the Department of Public Works (DPW), Office of the Director. The incumbent has responsibility for planning, developing and implementing a complete employee and labor relations program for DPW in coordination with stated or implied objectives of the Director, Deputy Director and General Counsel, to ensure efficient operational levels of internal activities.

Duties and Responsibilities

The incumbent performs a wide range of employee and labor relations work for DPW involving the unions by engaging in highly professional negotiations adhering to the collective bargaining agreements, labor laws, and District and agency policies. Serves as the liaison between the management of DPW and the OLRCB. Participates in citywide negotiations between the District Government and the Comprensation Bargaining Units 1 and 2.

Represent the Department in dealing with national and local headquarters of unions, Office of Labor Relations and Collective Bargaining (OLRCB) in connection with such matters as complaints, representational problems, and proposed policies. Assists in representation before the Office of Employee Appeals (OEA) and the Office of Administrative Hearings (OAH) by providing evidentiary information related to employment cases.

Qualifications and Education

Candidates must have at least one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia government service. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience for this position include thorough comprehensive knowledge of all labor relations principles, rules and regulations, including District of Columbia Office of Personnel and Office of Employee Appeals regulations, DC-Law 2-139, case Llw including PERB and all collective bargaining agreements pertaining to the department, knowledge of Federal and the District of Columbia Equal Opportunity laws, rules and regulations, and experience in representing the agency in employee and labor relation matters as well as equal employment opportunity. A Juris Doctorate is preferred.

Work is performed in an office setting, conference rooms, libraries and similar setting in public buildings that is adequately lighted, heated, and ventilated.

Pay Plan, Series and Grade: CS-301-14

Salary Range: $103,657-$133,537;

Area of Consideration: Open to the public

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

The position is designated as an "essential" government employee as defined under the D.C. personnel regulations. The incumbent of the position may be required to work during a declared emergency when non-essential and non-emergency employees are dismissed.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
