This is a hybrid role with 3 onsite days at Brigham and Women's Hosptial and 2 remote days.

The EAP Consultant supports the mission of the EAP and provides employee assistance services to staff, employees, and their household members across Partners HealthCare, and to the employees of all affiliated client companies that have arranged for EAP services. These services include consultation and training to the organization, development of program awareness activities, clinical assessment, short term counseling and referral, project management, establishment of community linkages and a provider network, case monitoring and follow-up. This position requires the ability to work independently with supervision. A Consultant demonstrates competence in complex organizational consultation and project management. A Consultant is expected to participate in EAP projects and committees.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

A. Direct Services to Staff/Employees and Family Members

  • Provides confidential EAP services to staff, employees and their household members including the following: assessment/problem identification, consultation, short-term counseling, crisis intervention, referral and follow up, case management, and return to work conferences. Serves as liaison, with client's permission, between EAP clients, supervisory personnel, and referral resources to ensure rigorous follow-up and successful reintegration into the workplace for employees returning from leave.

  • Provides mental health and substance abuse assessments.

  • Follows standard operating procedures and practices for EAP service delivery that ensure client confidentiality, and timely, ethical and quality services.

  • Provides crisis intervention and staff support for individuals and groups of employees in response to traumatic incidents as needed.

  • Maintains timely case documentation in confidential files with data accessible for EAP management information systems and program evaluation. Enters consultation and other activity data into EAP database in compliance with EAP policies.

  • Reviews the evaluation, treatment compliance and re-entry of chemically dependent and/or mentally ill employees who have voluntarily sought EAP assistance and provides consultation to and coordination with Human Resources (HR) and Occupational Health Services (OHS) re: Fitness for Duty issues.

  • Develops, updates, coordinates and evaluates information and referral resources, including internal and community referral resources that provide affordable, high-quality services to EAP clients.

  • Implements program promotion and awareness activities to staff and employees, such as educational workshops, newsletter articles, informational tables, fairs and distribution of publicity materials.

  • Participates in program projects.

B. Direct Services to the Organization

  • Provides consultation to managers/supervisors/union representatives and HR representatives regarding:

o Employees with unsatisfactory work performance, personal or other workplace issues. Consultation services include the following: review of past job performance, assistance in clarifying work issues, guidance on how and when to refer to the EAP, integration with personnel policies and procedures, and assistance in preparing constructive intervention meeting for referral to EAP.

o Behavioral risk management issues in the workplace, including mental health, substance abuse, and domestic violence, threat of violence, critical incidents, tragedies and disasters.

o The development or application of policies and procedures related to the EAP services, i.e. substance use policies, drug testing, diversity policy, family violence, organizational response to the ADA and FMLA and violence in the workplace.

  • Develops and conducts training for management, supervisors, and union leadership about management of troubled employees and effective utilization of EAP services, behavioral health and life management issues, and change in the workplace, stress management, drug-free workplace, work-life and other EAP-related issues.

  • Participates in the evaluation of the EAP process and outcome in terms of program utilization, quality of services provided and attainment of program objectives.

  • Develops and maintains relationships between EAP and internal organizational functions including HR, OHS, Employee and Labor Relations, Workers' Compensation, union representatives, Learning/Training/OD and Diversity.

  • May serves as an Entity Liaison, creating strong partnerships with HR and other departments, assessing organizational needs, conducting entity planning meetings, developing and/or distributing promotional materials, writing EAP utilization reports and helping to ensure strong EAP visibility and utilization.

  • Participates in organizational/hospital committees and trainings as requested by EAP Director or supervisor.

  • Conducts work group assessments and make recommendations; develops training or educational programs in response to assessed needs.

  • Develops and implements program promotion and awareness activities to staff and employees, such as educational workshops, newsletter articles, informational tables, fairs and distribution of publicity materials.

Other

  • Initiates and implements clinical and programmatic improvements in EAP services as requested by EAP management.

  • Participates in professional EAP organizations, and inservice and other training.

  • Provides on-call coverage and back up on-call coverage and is available for after-hour response for employees and the organizations served.

  • Maintains required licensure or certification for position.

Qualifications:

  • Minimum of a master's degree in social work, counseling psychology or related clinical human service discipline OR a registered nurse with psychiatric experience.

  • Minimum of 2-5 years of professional experience post master's degree, with a minimum of 2 years comprehensive EAP experience.

  • Training and clinical experience in chemical dependency.

  • Licensed Independent Clinical Social Worker (LICSW), Licensed Mental Health Clinician (LMHC), or Ph.D., and Certified Employee Assistance Professional (CEAP) or CEAP eligible. This position requires attainment and maintenance of CEAP if a candidate does not already have this certification.

SKILLS/ ABILITIES/ COMPETENCIES REQUIRED:

This position requires knowledge of and ability to work with the diverse issues and needs of various multicultural, ethnic, socio-economic, educational, age-specific and gender populations found within the organization. An EAP Consultant 1 must also have working advanced knowledge of and the ability to intervene with a broad range of clinical problems such as family, interpersonal, parent-child, substance abuse and suicide/homicide risk.

Clinical Experience with:

  • Crisis intervention

  • Advanced clinical assessment including alcohol/drug assessment and intervention

  • Clinical measurement tools (i.e. GAF)

  • Staff support following a critical incident

  • Brief psychotherapy

  • Motivational interviewing

  • Referral

  • Client follow-up.

Knowledge of:

  • Work-life concepts and principles

  • HR functions; personnel administration; and management/labor practices

  • Organizational dynamics

  • Community resources and insurance systems

  • Federal, state and local confidentiality laws and mandated reporting and regulations regarding disability, workers' compensation, mental health, alcohol and drugs and employee/labor relations.

Additional skills:

  • Excellent verbal and written communication; able to relate effectively with management, professional staff, union/non-union personnel at all levels

WORKING CONDITIONS:

Employee will work in an office setting when seeing clients. Travel between EAP offices to provide client or organizational services will be required. Services are provided in multiple locations (i.e. training seminars and workgroup interventions are usually done at the work-site). Intermittent on call evening and emergency coverage is required.

SUPERVISORY RESPONSIBILITY:

Team or Project Leader Responsibilities

May function as liaison to implement, monitor and coordinate delivery of EAP services to assigned entities or facilities or departments, under the direction of EAP Director. Includes responsibility for organizing marketing and promotion of EAP services in those entities. May also be responsible for providing EAP annual and semi-annual reports to those entities.

  • May organize and facilitate local EAP advisory committees or focus groups in the organizations served by the EAP.

  • May lead independent or EAP team projects, as assigned by EAP Director, to evaluate or improve program effectiveness, develop internal EAP protocols and/or develop new EAP services.

  • May participate in EAP Peer Review; may organize inservice training for continued staff development in accordance with the needs of the EAP.

  • May provide clinical supervision and training for EAP student interns.

FISCAL RESPONSIBILITY:

May participate in the budget planning for the delivery of EAP services for projects such as Work&Life seminars or to an organization, group or facility.
