Employee and Labor Relations Manager

Rush University Medical Center presents an exciting opportunity for an Employee and Labor Relations Manager. This position supports positive and effective employee and labor relations as well as serving as an employee relations content expert in an integrated HR business partner and practice center model in a unionized healthcare setting. The Employee and Labor Relations Manager leads and manages efforts in various areas of expertise, including improved data reporting and interpretive analysis, discovery of trends and opportunities, and identification of leading practices. This individual serves as a contact for segments of the organization without an assigned business partner, interprets Rush HR policies and procedures, collective bargaining agreements, and wide range of legal and compliance regulations. The individual who holds this position exemplifies the Rush mission, vision, and values and acts in accordance with Rush policies and procedures.

Position Responsibilities:

Labor Relations

  • Directly performs day-to-day labor relations activities including contract administration, labor management meetings, and information request.

  • Serves as second chair or chief negotiator during labor contract negotiations.

Policy Development

  • Develops and implements processes and policies associated with city, state, and federal employment-based laws and regulations that apply to healthcare and are aligned with benchmarked leading practices.

  • Coordinates the development of updates to Human Resources Policies and Procedures including collaborating with stakeholders and drafting new policy language.

Compliance

  • Provides interpretive guidelines and serves as a content expert to HR business partners as well as other Rush clients regarding labor contracts, HR policies and procedures, employment laws, reductions in force, and regulatory requirements.

  • Ensures structure, processes, and policies are in place to support a wide range of human resources-based legal and compliance requirements.

Employee Appeal Procedure

  • Acts as a hearing officer and investigator for union and non-union formal and informal grievances, functioning as a mediator where appropriate.

Diversity and EEO Compliance

  • Oversees all required diversity-related reporting including supporting the development and implementation of action plans.

  • Reviews and analyzes employee litigation to identify trends and develop recommendations to reduce litigation risks.

  • Oversees the general coordination of discovery responses, including coordination discovery responses for assigned business units.

  • Conducts investigations of discriminatory/harassment allegations as needed.

Positive Employee Relations

  • Conducts needs assessment using a variety of data metrics.

  • Develops and delivers training as appropriate on employee relations issues, policies, and administrative procedures.

  • Develops and implements individualized employee relations interventions in collaboration with HR business partners.

Position Qualifications Include:

  • Bachelor's degree required.

  • Master's degree preferred.

  • PHR or SPHR certification preferred.

  • Eight years of progressively more responsible work experience that includes a role in union negotiations and significant employee relations consultation.

  • Proficient in costing analysis of economic proposals.

  • Strong project management and critical thinking skills including proven problem-solving and planning skills.

  • Experience and interest in profess improvement techniques and benchmarking.

  • Ability to identify and analyze trends from a variety of data sources.

  • Excellent verbal and written communication skills that are adaptive to educationally and organizationally diverse audiences.

  • Ability to work collaboratively with diverse staff and a wide range of management levels and departments.

  • Self-directed, yet able to work in a matrix reporting structure and manage multiple priorities and projects.

  • Ability to build and maintain positive relationships internally and externally.

  • Extensive knowledge of applicable state and federal employment and labor laws and governmental compliance requirements.

  • Extensive knowledge of information technology, including software technology, used in the HR function.

The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. Labor Relations is charged with the negotiation and administration of 17 collective bargaining agreements between Metra and its employees represented by 14 unions. These responsibilities include representing Metra in arbitration with respect to minor disputes and the ongoing negotiations meant to reach amicable settlements and thus avoid a major dispute as defined by the Railway Labor Act with each of these unions. Reporting to the Chief Human Resources Officer, the Director, Labor Relations will be the face of the company with union representatives in negotiations, agreement administration, contract interpretation/enforcement, and arbitration for assigned agreements. Directs activities of subordinates for arbitration of disputes and other causes of action which involve contract employees. Assists in the determination of market trends and recommends strategies to the CHRO. Serve as Metra's subject matter expert on collective bargaining issues. Represent management in labor contract negotiations. Negotiate agreements for craft specific issues with labor representatives. Arbitrate disputes with labor organizations related to contract interpretation and discipline. Investigate, defend, and resolve labor claims and grievances with crafts assigned (including claims related to employee protective conditions). Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization. Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Master's degree or Juris Doctorate highly preferred. * In addition to #1, must have eight to ten years of related experience in a union work environment, preferably in a railroad operations industry. * Must have four years of indirect supervisory experience that includes three of the following responsibilities: day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplining and/or termination. * Must have experience drafting, interpreting, and negotiating complex contract language, including an understanding of wage structures typical of the transportation industry, and grievance arbitration submission authority. * Significant public relations, client relations and/or liaison experience with labor representatives at the local, state, and federal levels preferably in railroading, transportation, or related industry. * Comprehensive knowledge of the methods and techniques of negotiating labor agreements and managing labor relations contracts. * Considerable knowledge of current trends in collective bargaining agreements, competitive benefits, market wage rates, union practices, grievance processes, and work rules. * Substantial working knowledge of the Railway Labor Act and the rail industry as a whole with emphasis on the commuter rail industry. * Excellent verbal and written communication skills. * Strong analytical, organizational, and critical thinking skills. * Effective interpersonal skills for dealing constructively in an adversarial environment as well as with all staff levels, the media, and/or external groups and organizations. * Strong negotiation skills. * Strong presentation skills. * Proficient in MS Office applications, specifically, Word and Excel. * Proven ability to develop constructive working relationships with managers, industry representatives, and union officials. * Ability to provide leadership to less experienced staff. * Ability to interpret multiple complexed contracts. * Must possess and maintain a valid driver's license. * Must be able to operate a vehicle. * Must be willing to travel within and outside of Metra's 6-county region. * Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
