General Summary/Overview Statement:

Exceptional management of patient identity data integrity in the NextM Enterprise Master Patient Index (EMPI) and the Epic Master Patient Index (Epic MPI) is foundational to the linking of patient records within the Partners HealthCare System (PHS) network. The PHS EMPI and Epic databases contain over 11 million patient records and serve as the underpinning of care delivery, data exchange, analytics, and critical business and clinical processes for PHS.

Under the direction of the EMPI Operations Manager, the EMPI Operations Data Analyst I works with PHS entities and affiliates on complex integration and data synchronization projects. The primary responsibility is to provide analytical and operational support in the management and development of the EMPI and the Epic MPI and the synchronization between databases. The Data Analyst I is responsible for maintaining patient identity integrity by using his/her analytical and investigational skills and multiple tools and systems to piece together the patient identity story and independently determine, coordinate, and execute action needed to remediate identity discrepancies.

Principal Duties and Responsibilities:

Participates in developing integration plans for the incorporation of new entities into the EMPI and Epic MPI databases, including but not limited to Partners HealthCare Systems entities, affiliates, High Performance Medicine, and Share Care models.

Communicates with end users from an operational perspective to identify business needs and operational processes to develop strategies and solutions in line with PHS IS and HIS standards and strategic direction.

Uses exceptional problem solving and investigational skills to identify patient identity discrepancies, and determine, coordinate, and execute appropriate steps to remediate the discrepancies.

Shares knowledge of new or developing issues with EMPI management and operations team members for problem solving and process development activities.

Maintains the accuracy, reliability, and integrity of the EMPI and Epic MPI databases to ensure patient safety for all clinical systems dependent on this data. Ensures compliance with established PHS policies and

procedures related to patient identifier formatting in order to decrease the creation of duplicate medical

records across the enterprise.

Works with over 300 participating sites to ensure the data is accurate and updated by reviewing standard

department reports on a daily basis as outlined in the EMPI department policies and procedure manual and

provide appropriate and timely follow up among all sites utilizing the EMPI and Epic MPI.

Supports external integration and query processes e.g., Dynamic Patient Matching and Epic Care Everywhere.

Ensures accurate and judicious movement and uncoupling of electronic health information on multiple

patients maintained in the various clinical applications, confirming such moves with senior team members.

Exactitude is mandatory, since there is a high patient safety risk associated with transfer of patient health

information.

Coordinates and/or participates in chart correction activities as appropriate.

Plans, prioritizes and manages daily workflow to ensure completion of EMPI operational functions and daily

responsibilities to support the various site requirements as documented within Service Level Agreements

(SLA).

Working with senior team members, develops a working knowledge of all departmental policies and

procedures as well as all aspects of the functionality of the NextM User Interface (UI) and the Epic MPI

application used by the EMPI department.

Understands the effect of departmental operations on PHS entities, affiliates and community practices within

an integrated delivery network. Attains a general knowledge of all entity-level information systems (i.e.,

registration systems, master patient indexes, emergency registration practices, clinical results, electronic

health record, etc).

Analyzes and identifies root cause of data discrepancies, bringing them to attention of senior team members

and works together to determine the next step in resolving the problem and/or issues.

Participates with internal developmental groups, PeC and/or vendors to ensure smooth and coordinated

implementation of new products as well as enhancements to existing product lines.

Functions as an individual contributor and as a team player within the PHS IS groups, PHS entities, affiliates

and the community practices, fostering a positive team approach.

Interacts positively and effectively within the EMPI Operational Team, the EMPI Technical Team, and the PeC

teams.

Participates in system testing and implementation, including identifying post implementation limitations.

Identifies data discrepancies and denotes functional improvements with various PMS systems informing

senior team member(s) of findings. Works with senior team member(s) on next steps.

Reports work progress to upper management on a daily basis, denoting issues and/or problems in a timely

fashion.

Advocates patient rights to confidentiality through interaction with PHS entities, affiliates, community

practices and the public

Encourages positive interactions and maintain a high level of customer satisfaction. Maintains open

communications via e-mails and phone calls and in person discussions with all customers. Provide quality

customer service and serve as an exemplary representative of PHS Information Systems/HIS. On-going

communication, feedback, and follow-through with customers and peers is essential

Compiles statistical data on a weekly and/or monthly basis for all entities participating in the EMPI and Epic

MPI and identify trends and/or issues pertinent to the operations and integrity of the EMPI and Epic MPI

database.

Performs other duties as assigned by management

Associates degree in Health Information Management, Health Information Technology, Computer Science,

Health Care Administration, Human Services Administration, business or related field required. Bachelor's

degree preferred.

Bi-lingual preferred
1 years related experience in a Health Care setting preferred

Basic medical terminology preferred.

Overview The Program Analytics team, within the Data and Analytics Organization (DAO) conducts analyses used to provide actionable information on Population Health Management (PHM) initiatives to the Partners network and to senior leadership. The team has access to an extraordinary range of healthcare data including medical and pharmacy claims, enrollment, EMR, scheduling, referral and laboratory results. Using this data, the team supports reporting and analyses in areas such as ambulatory quality measurement, trend management, utilization, high risk patient management and outcomes. PHM is an innovative model of care delivery that aims to improve the health of patients while lowering the overall costs of care. PHM includes best practices and tactics to enhance the patient experience, improve outcomes, and provide better organized and more personalized care to our patients. The DAO is seeking a Healthcare Data Analyst to support analytics related to the clinical and financial performance of PHM programs as well as other network activities. The Analyst will be expected to develop an understanding of Partners data structures as well as the ability to translate specifications into SAS programming logic. The analyst will be expected to work on new and existing projects, function independently within a fast-paced environment, work on several different projects/tasks concurrently and serve as a data advisor to business owners as new projects or ad hoc reports are collaboratively being developed. Effectively communicating issues and results is critical to being successful in this position.The Analyst will report to the Manager of Program Analytics of the DAO Enterprise Analytics Group. Principal Duties and Responsibilities * Assisting with ongoing efforts to track, evaluate, and report on the impact of programs using multiple data sources that include claims and non-claims (clinical) based data. * Providing in-depth analyses and insight related to drivers of TME trend as it relates to the PHM Programs * Developing metrics that measure programmatic success. * Producing timely and accurate monthly and quarterly reporting to key stakeholders within Partners. * Improving visualization of reports using existing tools. * Retrieving, organizing, and manipulating data from the Enterprise Data Warehouse and other databases. This will require advanced programming to prepare data for reporting and analysis. * Presenting analytical findings in a variety of formats (reports, PowerPoint, graphs, figures, tables) formulating recommendations, and effectively presenting results to non-analytic audiences. * Working with a variety of tools (ex: SAS, SQL, Excel, Qlikview, etc) to access data, write queries, developing programming logic, running reports, manipulate, and analyzing large datasets to meet the needs of the Partners stakeholders. * Working collaboratively with PHM medical directors, program managers, and project specialists in designated content area.•BS/BA or equivalent required and advanced education/training in data programming and/or statistics * Minimum of 1 year of experience in detailed analytics and reporting, preferably in healthcare. * Masters Degree in Public Health, Epidemiology, or Biostatistics preferred.
