GENERAL DESCRIPTIONThis position works under the administrative direction of the Fire Department's Asset Management Division Head. The Emergency Vehicle Technician (EVT) is responsible for performing a variety of skilled work in the repair, overhaul, preventive maintenance and operational readiness of public safety equipment and may be assigned to manage the day-to-day operation of the Fire Department maintenance facility.SUPERVISION EXERCISEDThe Emergency Vehicle Technician (EVT) I exercises no supervision. The EVT II may exercise functional supervision over lower level staff. The EVT III may function as lead worker over other EVT staff, utilizing human resources to accomplish assignments in accordance with safety plans and in an efficient manner.IMPORTANT AND ESSENTIAL DUTIESPlan and schedule Fire Department's maintenance, both preventive and discretionary; ensure compliance with National Fire Protection Association (NFPA), Department of Transportation (DOT), Environmental Protection Agency (EPA), and City of Abilene and Fire Department safety policies and regulations in maintenance operations and in determining operational readiness of public safety equipment.Study problematic equipment and design necessary modifications to correct complications; assist in the development of the Fire Department budget and equipment specifications; make recommendations concerning equipment replacement and purchases, and assist in disposal of replaced and used equipment.Assist in analyzing equipment, material, and supply needs; maintain Fire Department user security for the computerized equipment management information systems (EMIS), and maintain detailed equipment records through the (EMIS).Stay abreast of new fleet products and research/test them in fleet applications; maintain Tier II hazardous materials reports for the department's maintenance facility.Perform routine maintenance and repair of all Fire Department vehicles and equipment including comprehensive fire apparatus repairs, diesel engine repairs, rebuild fire pumps, brake system repairs, electrical system diagnostic and repair, and hydraulic repairs.Will be subject to call-back assignments when off-duty as assigned by the Division Head; required record keeping and documentation; common deficiencies; repair procedures; testing procedures; vehicle safety requirements; skill levels of assigned technicians; agency priorities; and available resources.City of Abilene and Fire Department policies and procedures regarding employee discipline.City of Abilene and Fire Department safety policies and procedures; federal, state, local and industry standards for workplace safety; safety hazards; so that workplace safety is monitored and recommendations for deficiencies are documented safety practices.Fire apparatus and equipment specifications.Inventory management.Maintenance records and documentation.Skill to:Assess, diagnose, and repair a variety of electrical systems, gasoline and diesel engines, hydraulics, pumps, and any related emergency vehicle systems.Ability to:Assign tasks or responsibilities to technician(s) and ensure completion of tasks in a timely manner.Provide input on the performance level of technician(s).Recommend and enforce safety policies and procedures, given agency safety policies and procedures; federal, state, local and industry standards for workplace safety; and safety hazards, so that workplace safety is monitored and recommendations for deficiencies are documented.Monitor compliance of applicable environmental regulations, given agency policies and procedures; federal, state and local environmental regulations; and material safety data sheets (MSDS), so that the workplace is in compliance with all required regulations; and all deficiencies are identified and corrected.Assist with the development of specifications for new fire apparatus and equipment.Inspect completed work orders, both internal and external, to insure quality and completion of repairs.Manage inventory of parts and supplies and complete necessary purchase orders to maintain needed inventory levels.Document all repairs in accordance with federal, state, local and industry standards.Lead and manage a team in a manner that accomplishes the Division's mission and treats team members with dignity, courtesy, and respect.Experience and Training Guidelines:For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:Emergency Vehicle Technician IExperience:One (1) year of experience performing at the journey level in the duties equivalent to that of an Automotive Repair Technician is required.Education/Training:Completion of an approved mechanics training course offered by a trade, vocational, or community college is required.License or Certificate:A valid Texas Driver's License, the ability to obtain one, or a military waiver is required.A valid Class B Texas driver's license (CDL) with acceptable driving record for the past three years is preferred.Must be a certified by Automotive Service Excellence (A.S.E.) in the following fields within three (3) years:*
  • T-4: Heavy-Duty Truck, Brakes* T-5: Heavy-Duty Truck, Suspension and Steering * Completion of EVT Certification Tracks for Level I including F-1: Inspection, Maintenance & Testing of Fire Apparatus, and F-2: Design & Performance of Fire Apparatus within three (3) years of hire.Emergency Vehicle Technician IIExperience:Three (3) years of experience performing at the journey level in the duties equivalent to that of an Emergency Vehicle Technician (EVT) I is required.A certified mechanic by Automotive Service Excellence (A.S.E.) in the fields required for Emergency Vehicle Technician (EVT) I is required.Education/Training:Completion of an approved mechanics training course offered by a trade, vocational, or community college is required.License or Certificate:Must be a certified by Automotive Service Excellence (A.S.E.) in the following fields in addition to those required for Emergency Vehicle Technician Level I:*
  • T-2: Heavy-Duty Truck, Diesel Engines* T-3: Heavy-Duty Truck, Drive Train* T-6: Heavy-Duty Truck, Electrical SystemsMust have completed EVT Certification for F-3: Fire Pumps & Accessories and F-4: Electrical Systems.Completion of additional EVT Certification Tracks for Level II including Ambulance Technician, Airport Rescue and Fire-Fighting (ARFF) Technician, and Law Enforcement Vehicle Technician will be completed within two years after completion of EVT Level I.Texas Department of Public Safety Certified Vehicle Inspector certification required.1990 Clean Air Act, Section 609, Refrigerant Recovery and Recycling Certification required.Emergency Vehicle Technician IIIExperience:A minimum five (5) years of Emergency Vehicle Technician experience is required.A certified mechanic by Automotive Service Excellence (A.S.E.) in the fields required for Emergency Vehicle Technician Level II is required.Education/Training:Completion of an approved mechanics training course offered by a trade, vocational, or community college is required.License of Certificate:Must be a certified by Automotive Service Excellence (A.S.E.) in the following fields in addition to those required for EVT Level I and EVT Level II:*
