The City of Torrance is looking for an energetic, collaborative, and experienced emergency management professional to serve as Emergency Services Manager!

The Department

The City Manager's Office - Office of the Emergency Services provides oversight and direction to ensure that all City departments are responding to City Council goals, keeping up-to-date on the changing needs of the community, and planning the services, programs, and projects that will ensure the City is a great community in which to live, work, and play.

The Emergency Services Manager will develop and coordinate the City's Emergency Operations Plan in accordance with the Standardized Emergency Management System (SEMS), develop, coordinate and maintain a comprehensive preparedness and hazard mitigation plan to assure emergency response capabilities involving all City departments, train emergency operations teams comprised of both executive and staff level personnel in emergency operations and procedures, coordinate emergency services planning between the City, School District, adjacent jurisdictions, utilities, Red Cross and other governmental agencies, and coordinates community volunteers in emergency preparedness. The City recently completed updates to the Emergency Operations Plan and Local Hazard Mitigation Plan.

Monthly Salary Range 

$8,391.00 (Minimum) - $10,069 (Reference) - $11,579 (Maximum) per month.

Appointments are made between the minimum and the reference point of the range, depending on qualifications. This position is eligible for a wage adjustment of up to 10% for meritorious work during the first year of employment.

  Click here for more information on Employee Benefits, Discounts, & Incentives! Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:

Graduation from a college or university with a Bachelor's degree with four years of experience in management research, development or organization and methods.  One year of graduate study may be substituted for one year of the required experience.

AND

One year of experience in performing analytical duties related to programs for emergency management and/or emergency response or recovery is preferred.

Possession of a valid class California Class C driver's license.

Successful candidates will possess the following:

  • Experience in developing and implementing disaster preparedness training and operations;

  • Experience in establishing and/or participating in emergency operations center;

  • Possess or plan to obtain Certified Emergency Manager (CEM) / Associate Emergency Management (AEM) credential.

The Emergency Services Manager may have the following special requirements, which is not all inclusive:

The work will require working outdoors when conducting emergency drills. In the event of an emergency, must be able to work indoors/outdoors under adverse conditions for an extended period of time. May be required to travel to a variety of off-site locations and be available to respond during off duty hours.

Incumbents may be expected to perform the aforementioned duties in a day-to-day setting or during an emergency or response and recovery. In addition, incumbents may work in a wide variety of staff positions in the disaster response organization, including responding to operational areas and field locations to ensure coordination of mutual aid and State disaster response, regional and State operations centers, and disaster field offices. Interested candidates must submit an online application and resume at www.TorranceCA.Gov.
