SUMMARY Under the direction of the Director of Planning & Natural Resources, the Emergency Services Manager (ESM) is responsible for planning, implementing, and maintaining the Tribes Emergency Management Programs; ensuring that plans are prepared, reviewed, and updates as needed, coordinating training exercises, and serving as liaison to outside agencies in coordination of disaster response and recovery.
The ESM will be responsible for updating and maintaining the Tribes Emergency Operations Plan, establishing standard operating procedures, as well as creating, preparing and presenting certification trainings, and Emergency Preparedness trainings.
These trainings may include but are not limited to: Incident Command System (ICS), National Incident Management System (NIMS), First Aid and CPR.
The ESM will be responsible for maintaining a budget, writing grant proposals, processing billing, requesting reimbursements and conducting research.
ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned) Plan, develop, and coordinate response to multi-hazard emergency or disaster conditions including but not limited to: earthquakes, major fire/wildfires, hazardous materials, nuclear incidents, imminent/actual flooding and imminent/actual dam failures.Develop and maintain the Tribes Emergency Operations Plan in accordance with federal and Tribal requirements; review and evaluate local, state, and federal laws and regulations as they may relate to Tribal disaster and emergency response program elements.Research, analyze, and develop emergency preparedness standard operating procedures and resources for all Tribal entities.Confer with various public and private agencies and officials in identifying human and material resource needs and in formulating plans for resource mobilization during an emergency;Plan, maintain, and coordinate the activation of the Tribal Emergency Operations Center; conduct tests of telecommunications, mechanical and other emergency operations equipment.Design and conduct emergency management exercises; provide instruction and guidance at emergency management exercise and assist event participants; evaluate effectiveness and efficiency of exercise and event responses.Compile documentation used for preparation of detailed reports and applications as needed for reimbursement and financial assistance needed to recover from declared disasters;Coordinate fixed asset design, purchase, and installation; assist in providing information in the development of a division budget and inventory control.
