The County/State Liaison Office (C/SLO) is recruiting to fill one (1) Emergency Services Coordinator position located in Sacramento.

Under the general supervision of the Program Manager II, Emergency Management Program (EMAN) the incumbent performs complex and sensitive emergency evaluation, consultation, coordination, development, and preparedness for emergency responses. The incumbent is responsible for designing, facilitating, and providing Standardized Emergency Management System (SEMS) and Incident Command System (ICS) training to Executive Staff and CDFA employees. The incumbent researches currently published training standards and materials for ICS and identifies gaps in the CDFA emergency management training curriculum. The incumbent provides Duty Officer training, interface with necessary agencies representing emergency operations and training, updates to Cal OES plans related to the California Emergency Support Function 11 (CA ESF 11), respond to emergencies and disasters at the State Operations Center (SOC), and represents CDFA in the field with county and federal counterparts. During and after emergencies and disasters, leads the cost recovery effort for submittal to the Federal Emergency Management Agency (FEMA) for reimbursement.

Duties include but are not limited to:

  • Perform complex and sensitive emergency evaluation, consultation, coordination, development, and preparedness for emergency response.

  • Responsible for designing, developing, facilitating, and providing online and in-person SEMS and ICS training to the Executive and CDFA staff including but not limited to making recommendations about identified gaps in the CDFA Emergency Management Program (EMAN) training curriculum.

  • Consult with various groups, including but not limited to government, non-profit organizations, agencies, academic experts, industry stakeholders, and other appropriate groups to develop training and emergency plans as needed.

  • Attend and participate in the Cal OES Animals in Disaster Plan meetings, Statewide Emergency Planning Committee meetings, other external meetings, and conference calls to relay information to EMAN stakeholders and CDFA management, and update policy, procedures, and training curriculum as required.

  • Develop and prepare materials and visual media as needed to enhance the training curriculum.

  • Assist with the development of the Emergency Preparedness and Response Section documents related to animal care as needed to incorporate into EMAN procedures.

  • Develop and maintain the EMAN Document Retention Schedule and Resource Library.

  • Prepare clear, concise, and comprehensive written documents and reports independently according to Departmental standards.

  • Respond immediately to emergencies/disasters by reporting to the SOC and representing CDFA in the field with county and federal counterparts.

  • During and after emergencies/disasters, lead the cost recovery efforts for CDFA by actively participating in gathering and compiling documentation for submittal to FEMA for reimbursement. This includes compiling and processing daily timesheets, travel claims, reimbursable equipment costs, and contract documents of those performing reimbursable activities related to emergencies/disasters.

  • Coordinate with Cal OES Disaster Recovery Unit and FEMA to submit CDFA's Request for Reimbursement.

Working Conditions

The duties of this position are mostly conducted indoors in an office building. The office is accessible through an entrance from the street, lobby, and hallway. An elevator and a stairway provide access to the fourth floor of the building and restrooms are accessible in the hallway next to the work area.

The incumbent's workspace is a cubicle, in close proximity to other staff. The cubicle is equipped with lighting, modular-type furniture (work surfaces, file drawers, and cabinets), a docking station, and a mouse and computer monitor. The employee will be provided with a cellphone and charger, a laptop with various Windows-based programs including email, and internet. Indoor activities include standard office equipment such as a copier, calculator, fax, printer, and access to office supplies.

The incumbent may occasionally be required to work outside under difficult conditions and will be provided with adequate personal protective equipment when working in a non-standard office environment. Incumbent may encounter confrontational, unfriendly, or irate individuals, exposure to heavy machinery, high levels of noise, and steep and uneven terrain. Incumbent may be required to stand for extended periods of time and be exposed to potential allergens.

The incumbent may travel by way of a vehicle or other modes of transportation to various California locations on short notice for extended periods of time (including nights, weekends, and holidays) for meetings, training, and events as well as during the activation of an emergency. A valid driver's license is required.

During emergency response periods, duties may require working long shifts beyond the normal work hours that will require overtime. Must be able to respond to an assignment on short notice in the event of an emergency/disaster.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information

The County/State Liaison Office (C/SLO), under the Executive Office, provides a communication link between the California Department of Food and Agriculture (CDFA) and the County Agricultural Commissioners and Sealers Association to ensure the uniform application of programs mandated by relevant regulations and works cooperatively on issues of mutual interest, including but not limited to: emerging threats and challenges affecting agriculture, environmental issues, program delivery, natural disaster status and needs, cooperative agreements, and budget issues. The C/SLO oversees the administration of qualification exams and issues licenses to successful candidates for Agricultural Commissioner, Sealer of Weights and Measures, and subordinate classifications. This licensing process is required by State statute and is in place to ensure effective and equitable interaction between county staff, regulated industries, and the public.
