The Eugene Water & Electric Board is currently seeking an Emergency Program Manager to evaluate risk and conduct scenario analysis for the purpose of developing and implementing enterprise-wide utility "all-hazards" resiliency, emergency response and disaster recovery strategies.
The successful candidate will design and execute emergency preparedness and response plans and programs to fortify EWEB's ability to sustain necessary operations and to enable the continued delivery of vital services. This position also oversees, and coordinates with operations personnel in emergency response or disaster recovery activities to safeguard utility assets and to enable the safe conduct of operations and business services by utility personnel, and also represents EWEB and facilitates or directs its role in emergency response or disaster recovery activities coordinated by or with federal, regional, state or municipal entities.
The Emergency Program Manager is also responsible for:
Leading initial and continuous studies and assessments of operational continuity risks and business impact analyses to identify and prioritize the delivery of critical services against a variety of potential emergency response and disaster recovery scenarios.
Leading the design, development and execution of EWEB emergency preparedness, incident response and disaster recovery plans and efforts.
Providing expertise and support to divisional and sub-divisional groups in the development of operationally-specific tactical resiliency, emergency response or disaster recovery plans.
Monitoring, reporting and consulting with operations and senior leadership as emergency incidents evolve and develop.
Identifying resiliency, emergency response planning and disaster recovery best-practices and translating these to EWEB-specific requirements.
Creating performance measures and indicators to monitor and ensure utility business continuity, emergency management and overall readiness programming and efforts are performing as expected and meet requirements.
Developing and leveraging strategic partnerships with and actively engaging a broad network of emergency management peers and resources.

Ability to develop written procedures and standard operating guides for all aspects of Emergency Management for before, during, and after emergency operations
Conduct activities in an ethical, professional and efficient manner respecting the confidentiality of vital records and sensitive information
Requirements As A Qualification & Progression
Minimum Experience: Eight years progressively responsible experience in an enterprise-wide emergency preparedness and response, business continuity and/or risk management occupation; Experience must include at least one year of supervisory or direct program management experience.
Education: Bachelor's degree from an accredited college or university in risk management, business continuity, emergency management, public administration, engineering, or a directly related field
Education, experience, training and certifications: FEMA Professional Development Series (PDS) and International Association of Emergency Managers (CEM) required. Preference for Master Exercise Practitioner (MEP) and Homeland Security Exercise Evaluator certified.
Equivalency: An equivalent combination of education and experience may be qualifying.
Supervision or Functional or Technical Oversight Exercised: Functional oversight on Utility Wide Emergency Programs and Business Continuity Plans, and other programs as assigned. Direct supervision of one or more direct-reports may be required.
