Under limited supervision, performs moderately complex technical work focused on planning, developing, appraising, and implementing an emergency preparedness program compliant with DOE orders and directives.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

  • This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisor's request.

  • Conducts work within WTP policies and procedures.

  • Ensure contract requirements are implemented appropriately.

  • Develop and maintain the Emergency Preparedness program for WTP.

  • Develop, conduct, and evaluate EP drills/exercises for Facility Emergency Response Organization (FERO) proficiency.

  • Facilitate Post drill Hotwash.

  • Develop and write drill reports with suggested corrective actions.

  • Prepares and revises emergency preparedness plans, controls, procedures, and instructions to assure they are current and effective.

  • Develop, revise FERO training program and conduct training for FERO.

  • Track Emergency Response/FERO Performance indicators and provide resolution for negative trends.

  • Conduct field surveillances and self-assessments on Emergency Management Program requirements as directed.

  • Assist in the corrective action management process and follow-up as required.

  • Periodically tests emergency equipment and maintains test records.

  • Participate in the Hanford Site Exercise Program

  • Serve as a member of the Hanford Site Emergency Operations Center (EOC)

SUPERVISORY RESPONSIBILITIES

May be asked to fill in for the Emergency Preparedness Manager in his or her absence.

Education:

BA/BS Degree, Emergency Management, Project Management, or a related field preferred. Appropriate training and experience commensurate with the responsibilities of the position may be considered in lieu of a degree.

Experience:

  • 2 years of related experience required.

  • Knowledge and proficiency in the use of software applications such as Microsoft Office (i.e. Word, Excel, Access, PowerPoint, and Outlook).

  • Must be a self-starter with the ability to lead working groups or integrate into a working group under the leadership of a peer or manager.

  • Excellent oral and written communications skills, including strong proofing/editing.

  • Ability to analyze information for studies and report. Must be able to cope with conflicting deadlines, frequent interruptions, multiple tasks and changing priorities.

  • Must possess interpersonal skills, discretion, and professionalism to establish and maintain effective relationships with all levels of management, peers, customers and offsite agencies.

  • Experience in interpretation and implementation of U.S. Department of Energy Federal Regulations, Orders and Guides related to Emergency Preparedness is preferred.

PHYSICAL REQUIREMENTS:

(OFNM) Office Field Non-Manual

Performs deskwork, including writing, computer workstation processes, and telephone operations. Arranges for and\or performs presentations, oral reports, planning meetings, and other formal or informal contacts, requiring long periods of sitting.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $99,193.03 - $154,255.09 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
