Position Overview:

This multifaceted role serves as the pivotal point for emergency preparedness and public safety at the Schuyler Hospital and Seneca View campus. As the subject matter expert, the Coordinator takes charge of the emergency preparedness program, ensuring alignment with organizational objectives and compliance with regulatory requirements. Responsibilities encompass updating, educating, and testing various plans, including the Comprehensive Emergency Management Plan, Business Continuity Plan, Hazardous Vulnerability Analysis, and assisting department directors in developing Department-Specific Emergency Plans.

Working under the supervision of the Systems Director, the Coordinator actively participates in community programs and hospital emergency preparedness committee (HEPC) workgroups within Western New York. Collaboration extends to reviewing and developing policies, procedures, education initiatives, tabletop exercises, committee meetings, drills, and other deliverables related to Bio-terrorism grants. A key focus is on the ongoing development of the Emergent Mass Communication System.

In addition to emergency preparedness, the Coordinator also plays a crucial role in security oversight and public safety. This involves supporting other Environment of Care programs and responding to emergency incidents as part of the daily operations of the Public Safety Department. The Coordinator takes the lead in implementing safety plans, educating staff on emergency and security procedures, and fostering a secure environment for patients, residents, visitors, and staff. The overarching goal is to ensure the provision of person-centered care and services in a safe and well-prepared healthcare environment.

What you'll do:

  • Coordinates, designs, and conducts comprehensive training sessions for Hospital and Nursing Home Facility employees, covering Emergency Preparedness and Security Orientation, Fire response, de-escalation, and self-protection in an active shooter response, workplace violence, and the hospital or nursing home incident command system (HICS / NHICS).

  • Addresses potential threats and security responses, including alleged thefts and trespassing, taking appropriate action in accordance with hospital policies, procedures, and relevant laws, while meticulously documenting occurrences.

  • Conducts fire drills adhering to Joint Commission, NYS DOH, and NFPA standards.

  • Actively participates in disaster drills and exercises, contributing to after-action reviews and assisting in the development of facility improvement plans.

  • Collaborates with department managers to develop and maintain emergency response plans and procedures.

  • Assists in the oversight of the emergency communication system, providing training to ensure readiness and familiarity with the system.

  • Trains and orients facility staff on emergency and security procedures.

  • Serves as a liaison with other healthcare security and emergency preparedness leaders, local, state, and federal law enforcement leaders, fire departments, emergency medical responders, and emergency management as necessary.

  • Attends meetings, training sessions, and exercises mandated under the Hospital Emergency Preparedness Committee (HEPC) grant program.

  • Assist the System Director in meeting all grant requirements.

Develop and update robust emergency management plans, policies, and procedures.

  • Develops implements and maintains written emergency plans, policies, and procedures.

  • Plans and coordinates disaster response and crisis management activities to include training and ensuring regulatory compliance along with the System Director of Emergency Preparedness.

  • Conducts and coordinates routine training, drills and educational initiatives to hospital personnel.

  • Develops contacts and serves as liaison with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.

  • Serves on various environment of care, emergency management and safety committees with direct oversight of related management plans and policies.

  • Manages assigned budgets and capital projects to ensure adherence to forecasted targets and successful completion of initiatives.

  • Maintains inventories of emergency preparedness supplies.

  • Manages applicable grants along with the System Director of Emergency Preparedness.

  • Performs special projects and related responsibilities as initiated and requested.

  • Strong written and verbal communication skills are essential.

Requirements:

Education

  • High School graduate, professional certification in Emergency Management (e.g., Certified Emergency Manager

  • CEM) is preferred. Must have successfully completed 100, 200, 700 & 800 level NIMS/ICS courses in the first six months of employment

Experience

  • Minimum 2 years' experience working in emergency management, corporate safety and security, law enforcement, or emergency response. Healthcare experience is preferred. Experience with healthcare Emergency Management Systems and the Hospital Incident Command System. The candidate will express the ability to work independently, be able to lead associated meetings, computer software skills required to complete assignments, very good written and oral communication skills, and the ability to handle high stress situations with a calm demeanor.
  • Licensure
  • Valid NYS Driver's license.

Physical Requirements -

  • Ability to round throughout the hospital in all departments and staff locations.

  • Must be able to respond to emergency situations in a timely manner

  • Must be able to communicate effectively in English, both verbally and in writing.

  • Travel for this position is required.
