The City and County of Honolulu's Department of Emergency Management is looking for an Emergency Management Staff Officer to serve as the department's Training and Exercise Officer to plan, organize, and coordinate training and exercise programs for emergency management functions. In consultation with the Director and Deputy Director, the position plays an important role in leading the establishment and management of a multi-year training and exercise program for the City.

As the Training and Exercise Officer, your duties and responsibilities will include:

  • Evaluating training needs using improvement plans from exercises and real-world events, risk and preparedness assessments, position descriptions, national emergency management standards, etc.

  • Evaluating and improving existing training courses, programs and exercises by identifying best practices and priorities and soliciting input from DEM staff, other City agencies, State and Federal emergency management agencies and non-governmental partners.

  • Coordinating the scheduling, planning, and execution of training activities and exercises.

  • Developing after-action reports/improvement plans for department-led exercises to document strengths, areas of improvement and corrective actions.

  • Managing the training and exercise program budget and related Federal grants, tracking expenditures, soliciting bids and other fiscal activities.

  • Performing other duties and responsibilities of the position.

Special Work Requirements: Subject to call 24-hours per day for emergencies.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four-year college or university with major work in public administration, business administration or a related field .

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:

Four years of planning and coordinating training programs for large organizations with respect to all-hazards preparedness and response, or coordinating multi-disciplinary emergency management exercises; ensuring statutory and regulatory requirements are met with respect to emergency management training and exercises; coordinating emergency management exercise conferences.

LICENSE REQUIREMENT:

Valid driver's license (Type 3/automobile), prior to appointment.
