# # # # # # Position Summary# To ensure that White Plains Hospital and its offsite facilities provide a safe and healthful environment for all patients, staff and visitors. This is accomplished through the creation and maintenance of emergency management program that is in full compliance with all regulatory agency requirements.# These agencies include but are not limited to The Joint Commission, National Fire Protection Agency, NYSDOH, CMMS, DHS and local fire agencies having jurisdiction.


Essential Functions and Responsibilities Includes the Following:


Coordinate the development of emergency response plans for all offsite facilities of White Plains Hospital; provide assistance and direction to offsite department representatives to complete Department Safety Plans; compile and organize the Site Emergency Operations Plan, conducting gaps analysis, identifying solutions, and developing policies/procedures; ensure all offsite department plans are current and support the purpose of the Hospital Emergency Management Plan. Coordinate and implement systematic emergency drills for all offsite facilities in conjunction with the Site Emergency Operations Plan and in conjunction with the hospital#s overall Emergency Operation Plan and as required by regulatory agencies such as TJC. Ensure all Emergency Response Plans are maintained for each of the emergencies identified as priorities in the Hazard Identification # Vulnerability Analysis, that issues are identified and action plans are documented; coordinate completion of action plans to improve response outcomes. Develop and facilitate education programs and training materials on emergency management/preparedness and fire safety topics for managers and front line staff of all offsite facilities; collaborate with Emergency Management Committee to develop training materials that fit the needs of each department. Ensure that all sections of the Emergency Management Plan and the Fire Safety Plan comply with Joint Commission, EPA, DOH, NFPA, CMMS and DHS regulations and standards. Act as a liaison between the offsite facilities and the main hospital to ensure fully compliant EM Program.# Act as a liaison between hospital leadership, local agencies and the offsite facilities in times of crises or a HICS Activation. Assist in the coordination and in overseeing the activities of the Emergency Management Committee representing the offsite facilities; develop agendas, prepare/ provide agenda materials as related to the offsite facilities. Ensure all offsite facilities actively participate in the Emergency Management Program; meet with managers to discuss emergency management needs and review plans; communicate regulatory requirements/guidelines effectively; partner with department managers and conduct joint inspections to ensure regulatory compliance. Conduct fire drill exercises on all occupied shifts at all WPH locations; the main hospital and related offsite locations to evaluate staff knowledge and response in the event of a real fire or smoke condition that may require evacuation of patients from the area.# Participate in construction transition process to ensure sites under construction are turned over in the proper state as it relates to the emergency management requirements Understands and adheres to the WPH Performance Standards, Policies and Procedures. #Bachelor#s Degree in management, emergency management, healthcare or related field.# Minimum of 3 years# experience in emergency management. Preferred: Certified Emergency Manager.
