Position Summary:

Emergency Management Specialists play a key role in planning for, protecting and maintaining public safety. This position will work as part of a team to anticipate and respond to threats to public safety, such as acts of terrorism, natural disasters, epidemics and major industrial accidents.

Essential Functions:

1.The incumbent maintains the County Emergency Operations Center and assists with functional changes, general maintenance, and the development of plans and guidelines used to support EOC operations.

2.Attends and actively participates in all OEM functions including meetings, drills, and emergencies.

3.Ensures all equipment for response is mission ready with the logistical staff.

4.Participates in quarterly meetings with Municipal Emergency Management Coordinators.

5.Maintains files, records and correspondence relating to emergency management activities.

6.Develops emergency plans as directed.

7.Responds to expanding and complex incidents and supports Incident and Unified Commanders.

8.The position must be available 24/7 to respond to various emergency incidents.

9.Troubleshoots issues and potential controversies as they arise in order to assure smooth operations.



  1. Creates and delivers training programs to response teams, employees and the municipalities through shared services.

  2. Participates in courses, seminars, conferences regarding Emergency Management as needed.

  3. The incumbent assists with the development, planning, and implementation of programs, plans and exercise scenarios and participates in exercises to test emergency plans regarding natural, civil, and technological disasters.

  4. Assists with maintaining the Standard Operating Guidelines for the various teams under the Office of Emergency Management.

  5. Coordinates the training and utilization of the State's incident tracking software as per the NJ Office of Emergency Management.

  6. The incumbent must be proficient in the use of software programs utilized for Emergency Management operations to include but is not limited to: GMS, MSI, Vista, NJ EMMIT, ESRI / ArcGIS products, NJEM Grants, and FEMA Grantee Portal.

  7. Applies for and administers funding of grant programs to ensure proper and complete allocation of funds to accomplish the goals of the program through various grant sources with the Director and Deputy Director.

  8. Works with NJ OEM and FEMA on recovery operations during the recovery period which includes but is not limited to being responsible for initial PDA/RPA forms, collecting all necessary documentation from divisions/departments throughout Somerset County, submitting said documentation to state and federal public assistance units, ensuring Municipal Coordinators are also completing the necessary paperwork to potentially qualify for public assistance.

  9. The incumbent is responsible for monitoring weather related incidents and disbursing information to stakeholders as needed.

  10. Assists with administrative functions to include the review of records, budgets, bids, grants, purchasing, accounts receivable and incident reports as needed.

  11. Assists with the creation of specifications and prepares contracts as needed.

  12. Perform administrative duties to include but not limited to, recording minutes at team meetings, preparing incident reports, tracking attendance, and billing as needed.

  13. Acts in a response capacity at the Technician Level for Somerset County HAZMAT.

  14. Performs additional responsibilities as assigned.


Essential Qualifications:

  • The position requires a valid New Jersey Driver's License.

  • The position must be a graduate from an accredited college or university with a bachelor's degree and/or possess a minimum of five (5) years of or an equivalent combination of education, training and experience in emergency management and emergency response satisfactory to the board.

  • The position requires a current Hazardous Materials Technician Level III Responder certification compliant with the requirements of OSHA standard 29 CFR 1910.120.

  • The incumbent is responsible for maintenance and development of GIS items as it relates to all Emergency Management operations with the Somerset County Office of GIS.

  • The position requires the ability to read, analyze, develop and interpret detailed verbal and written direction and to work harmoniously with vendors, associates, subordinates, and others having an interest in the Somerset County Office of Emergency Management. The incumbent must be able to take a leading role in the development of programs by providing needed advice and assistance to prepare clear, sound, accurate, and informative reports and supervise the establishment and maintenance of needed records and files.

Preferred Qualifications:

  • Thorough knowledge of regulations, procedures, and responsibilities of specific programs, basic knowledge of theories, methods and practices, ability to establish and maintain effective working relationships with Officials, Department and Division Heads, employees and the public.

  • 5 years' experience in GIS

  • 5 years of experience in Emergency Management

  • 2 years of experience developing and maintaining emergency response plans.

  • Possession of a valid Firefighter I certificate issued by the State of New Jersey and/or possession of a valid EMT certificate issued by the New Jersey Department of Health and Human Services and/or current Haz-Mat Technician Certification or equivalent.

  • Knowledge of computers and Public Policy.

  • Knowledge of County policies and procedures.
