Job Summary
Provides coordination between the county, state and local agencies in the event of a natural, technological, or man-made emergency including terrorism (chemical, biological, radiological, nuclear, explosive). Responsible for locating, developing and delivering resources to Oakland County's citizens and business and educational institutions for emergency management and preparedness. Provides training and instruction to County departments, CVTs, and the public in emergency management topics.
Works with Non-Profit agencies, Local Business concerns, CVTs, other counties, the State of Michigan to develop exercises to test their ability to respond to and recover from a major incident. Assists with the preparation of the County's Emergency Operations Plan, Hazard Mitigation Plan, or other similar plans related to emergency management & homeland security. Coordinates activities of the Oakland County Local Emergency Planning Committee with state and federal programs and acts as the lead for all Community Right to Know requests.
Processes requisitions, contracts, invoices, and budget for the general fund. Assists with the writing, acceptance and approval of contracts and grants. When assigned, assists organizations with emergency management and planning to help mitigate hazardous situations.
May instruct volunteer agencies to assure the availability of trained and equipped personnel in a disaster recovery operation. Assists local governments and CVTs (cities, villages, townships) with installation and maintenance of sirens used in the Outdoor Siren Warning System.
Obtains, interprets, and disseminates strategic local threat and intelligence data to proper decision-making authorities. Remains on call seven days a week, 24 hours a day to respond to emergency or disaster situations as needed. Monitors severe weather and activates outdoor warning sirens as appropriate. Utilizes current Countywide and/or department specific software to complete assignments.
Minimum Qualifications

At the time of application, applicants must:
1.Possess a Bachelor's degree from an accredited college or university with a preferred major in Public Administration, Criminal Justice, Emergency Management, Computer Science, Information Systems, Business Administration, Fire Science, Homeland Security, Journalism, or a closely related field of study.
2.Have had at least five (5) years of full-time work experience in planning and implementation of emergency management. Public safety, and disaster control programs.
NOTE: A Master's Degree in Business Administration, Public Administration, Criminal Justice, Emergency Management, or closely related field may substitute for one (1) year of experience as described above.
NOTE: Applicants possessing transcripts from a college or university outside of the United States will be required to provide documentation of degree equivalency from a member of the National Association of Credential Evaluation Services (http://naces.org/members.html). The degree evaluation will be required for application processing.
3.Possess a valid United States motor vehicle operator's or chauffeur's license. Out of country driver's license holders will be required to obtain the appropriate valid State of Michigan driver's license before the hire date.
4.Pass the complete examination, including the employment medical, established for this classification.
5.Satisfactorily complete the six (6) month probationary period.
