This position serves as the Emergency Management Specialist/Assistant Emergency Manager for the Rocky Mountain Regional Medical Center, Department of Veterans Affairs, and performs a variety of emergency management duties. The incumbent works under the guidance and will assist the Medical Center Emergency Preparedness Coordinator (EPC) in performing well-defined tasks in various aspects of the management and maintenance of the Medical Center's Comprehensive Emergency Management Program (CEMP).

Responsibilities

The incumbent will provide specialist support for the Emergency Management Program, the Emergency Operations Center, the Emergency Preparedness Program, the All-Hazards Team, the Decontamination Team, the Cascade Callback System the VHA Office of Emergency Management (OEM ), VA Internal Emergency Response Cache, and the National Disaster Medical System, Federal Coordination Center. Duties and responsibilities include, but are not limited to:

  • Assists in the development and implementation of mitigation, preparedness, and response and recovery strategies in support of the facility's CEMP

  • Assists with the development, execution, and coordination of all contingency plans

  • Provides assistance in the development and implementation of a comprehensive education, training, and exercise program.

  • Serves as a secondary point-of-contact for all aspects of emergency operations activities

  • Assists the facility Emergency Preparedness Coordinator in coordinating all related activities of the facilities Emergency Management Committee (EMC)

  • Develops and accomplishes an effective working relationship and program interface with local, state, federal, and national agencies to ensure a comprehensive emergency management planning and response program

  • Assists the facility Emergency Preparedness Coordinator in evaluating and reviewing the facility's CEMP requirements for the development, implementation, and monitoring of an annual operating budget

  • Additional duties as assigned

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday

  • Friday; 7:30am

  • 4:00pm, Alternate tour may be available and must be accessible outside of work schedule

Telework: Available (only to allow communication during inclement weather or other emergency situation)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below for the GS-09:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with the implementation of emergency management policies, plans, and programs; providing guidance to others and monitoring processes; assist with coordination of emergency response and preparedness; mobilization of resources; providing training; prepare and present reports/forecasting documents; work performed on an independent basis. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours.

You may qualify based on your experience and/or education as described below for the GS-11:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversight, development and implementation of an emergency management program; developing contingency plans; adhere to all laws, regulations, policies and procedures applicable to comprehensive emergency management programs; managing a national medical evacuation/treatment system in response to national crises, catastrophic events, disaster declarations, and during planned training and exercises; identifying and responding to areas of concern; preparation and review of facility emergency management program OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.B., in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year or 36 semester hours.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is primarily sedentary, but may involve moderate physical effort including walking, climbing, light lifting, etc. when at field locations during emergency/ disaster situations.
