Duties

  • Performs analytical and evaluative work associated with line and/or program activities under supervision.

  • Takes action to adopt new operational Initiatives and convince others to adopt them.

  • Sustain, maintain, and exercise VHA OEM's disaster response assets, which include all of VHA OEM's supply and property inventories throughout the Enterprise.

  • Ensures the accuracy of inventories of all VHA OEM equipment in the warehouse, mobile assets, and property in the possession of VHA OEM staff members.

  • Ensure OEM mobile assets are mechanically sound for deployment

  • Assist the Logistics Supervisor/Program Manager in developing and implementing guidelines, plans, training, and procedures, as well as rmonitors contracts, and regularly communicates verbally and in writing with VHA staff.

  • Support all emergency logistics functions. Emergency support includes maintaining a high readiness posture of response assets, contingency planning, contingency field operations, logistical support operations, and incident management teams.

  • Provide personnel with direction, training, and advice regarding logistics activities, policies, procedures, guidelines, directives, and other organizational information.

  • Maintain technical proficiency in the configuration, operation, and maintenance of all communications technologies used by VHA OEM during disaster support operations.

  • Assist in the development of standards of readiness for deployable OEM assets, and accountability of OEM equipment and assets.

  • Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/17/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Support all emergency functions, including managing and coordinating all emergency management and contingency response operations, response planning and integration of Federal, State, local, and nongovernmental organizations, and private sector disaster programs. This includes ensuring proper readiness of response capabilities such as the investment, maintenance, exercising, and validation of personnel, facilities, equipment and other assets.

  • Prepare for and implement all Emergency Management work to mitigate, prepare for, respond to and recover from emergencies and disasters.

  • Technical writing skills are required to produce material with moderately complex technical issues.

  • Communicate both written and orally. Ability to review executive-level documents and reports and provide information required for corrective actions as required.

  • Assist in the development of standards of readiness for deployable assets and maintain accountability.

  • Proficient computer skills including the ability to utilize various office automation software programs, such as Microsoft Office Suite, to include word processing and spreadsheet applications.

  • Knowledge of the Incident Command System (ICS) and National Incident Management System (NIMS)functional roles within the National Response Framework (NFR).

  • Extensive knowledge and understanding of emergency management principles and related directives, policies, regulations, procedures, methods, and laws. Standards and guidance include, but are not limited to National Security Strategy, Presidential Policy Directives, Homeland Security Presidential Directives, National Mitigation Framework, National Incident Management System, National Response Framework, and National Disaster Recovery Framework.

  • Maintain active and effective professional working relationships with vendors and service providers and maintain effective liaisons with other Federal, State, Tribal and local emergency response partners as appropriate.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MREs), and field kitchens). Incumbent is required to submit to a pre-placement physical for employment subsequent to a tentative offer for employment.
