What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $76,426 - $86,000 per year. We also offer generous benefits for full-time employees which include but are not limited to:

This is a limited position with an expected end date of June 31, 2025, with the likely possibility of extension.

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. Employees must work within the state of Colorado on their off-site days. In this position you can expect to work on site at 101 W. Colfax Ave a minimum of 3 days per week.

What You'll Do

Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. As the Emergency Management Specialist, you will organize, coordinate, and implement the Department's emergency response initiatives. This position will support DDPHE's Public Health Emergency Preparedness (PHEP) Program, to improve medical and public health care preparedness, and response and recovery capabilities in Denver County.

Public Health and Environment All Hazards Emergency Operations Plan (PHE-AHEOP) supports DDPHE's emergency response efforts. This position will support a variety of plan development and management, including emergency communication plans and public messaging. Emergency communications and public messaging is critical during a wide range of emergencies, including localized acts of nature, accidents and technological or attack-related emergencies.

Specifically, in this position, you will:

  • Develop emergency communication plans and public messaging for multiple public and environmental health emergency scenarios.

  • Serve as the Public Information Officer on the DDPHE Incident Management Team (IMT). During emergencies and special events, this may require working extended hours, including evenings, weekends, and holidays.

  • Coordinate with and support DDPHE's Communications Team on public messaging during emergencies.

  • Represent DDPHE at City, Regional, and State emergency response planning workgroups and meetings.

  • Complete scopes of work and deliverables associated with the PHEP and CRI grants from the Colorado Department of Public Health and Environment (CDPHE).

  • Support the development and implementation of the DDPHE PHE-AHEOP and related guidelines by coordinating with other City and County of Denver agencies, and regional/state environmental and public health partners, including the development of functional and hazard-specific annexes, as needed.

  • Perform on-call duty officer functions on a rotating basis, evaluate emergency/crisis incidents and, under the direction of the Department Emergency Preparedness and Response Section Supervisor, coordinate department operations and response. May perform operational duties at emergency / crisis location.

  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE's responsibilities outlined in the City's Emergency Operations Plan. This may require being 'on-call' from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.

  • Other duties as assigned.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Bachelor of Science degree in Emergency Management, Public Health, Environmental Health, or related field.

  • Experience serving as a Public Information Office on an Incident Management Team or working an Emergency Response Joint Information Center.

  • Documented experience working in an emergency operations center, department operations center, or as a member of an incident management team.

  • Previous work experience with the PHEP and CRI grants.

  • Experience developing and coordinating emergency public information messaging and communications plans.

Required Minimum Qualifications

  • Education Requirement: Bachelor's Degree in Emergency Management, Political Science, Public Administration, Business Administration, or a related field.

  • Experience Requirement: Three (3) years of professional experience in emergency management or a first responder discipline. (All positions will require experience in a specific emergency management area such as planning, operations, community relations, or logistics.)

  • Education and Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certification Requirement: Requires a valid Driver's License at the time of application.

  • Licenses and certifications must be kept current as a condition of employment.
