Overview:

THIS WORK MATTERS!

The focus of this Emergency Management Analyst Senior position will be to support the expansion of the Multnomah County Department of Human Services' ability to support ESF-6 Mass Care and Shelter functions. This position will use a whole-community approach to manage equitable planning, developing, and implementing of ESF-6 Disaster Resource Center staffing functions. They will be responsible for aligning county plans, policies, and procedures, and for integrating planning principles into daily staffing operations of DRCs.

As the Emergency Management Analyst Senior, other duties will include:

  • Design and execute Disaster Resource Center (DRC) staffing plans and processes that specifically incorporate the voices and needs of communities disproportionately impacted by disaster and emergencies

  • Partner with Central HR and MCEM to implement the new County DR Staff Incentive program. Develop procedures and related materials for the new program

  • Prepares emergency plans that pertain to ESF-6 DRC staffing and functions and responsibilities, which may include: the Emergency Operations Plan and Annexes, Catastrophic Plan and Continuity

  • Oversee and manage complex projects at the Department and County level

  • Recommend strategies, policies, procedures, and actions that will improve the program capabilities; consult with both county and external officials to determine needs and issues in the event of natural, human-caused, or technological disasters

  • Keep informed of federal, state, and local regulations pertaining to emergency plans and make sure compliance

  • Monitor emergency situations, maintain communication with the Department Director and Deputy Director and with county EOC

  • Lead the development and implementation of Department emergency response procedures, processes, and functions

  • Lead the development of training and exercises for DRC staff and volunteers in support of the Department's Emergency.

Minimum Qualifications/Transferable Skills*:

Education/Training:

  • Bachelor's Degree from an accredited college or university in the area of communication, business management, public relations. Instead of a degree, we will consider equivalent years of related experience

  • Five (5) years of increasingly responsible experience in Emergency Management

  • Four (4) to Five (5) years experience in technical writing, communication, and project management, and developing and presenting complex reports to upper management, directors, and government officials

  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values

  • Valid State-issued driver's license
