Work Schedule: Monday

  • Friday, 8:00 a.m. 5:00 - p.m.; up to 3 Remote days per week possible

o As Emergency Coordinator, this position also may respond 24/7, holidays, weekends, and evenings, in the event of an emergency. This position also serves as the Utilities Operations Day Shift Incident Commander in the event of activation of the County Emergency Operations Center or a Utilities-specific need arises that may warrant such a response.

This position is expected to ensure Pinellas County Utilities is prepared to execute a well-coordinated, well-planned, thoughtfully-documented and communicated response to any emergency, and provide clear leadership in emergency matters during emergency events and in performance of daily responsibilities. Essential Tasks Functions

  • Develops, maintains and executes an emergency schedule and Integrated Preparedness Plan (IPP) for all PCU emergency-related activities.

  • Operates as the Incident Commander for the Utilities Operations Center (UOC) Enterprise during all emergency events

  • Coordinates departmentwide and task-specific drills annually, including after-action debriefing, and lessons learned report.

  • Oversees Department emergency notifications for emergencies

  • Creates, reviews, and updates all emergency-related process documents for PCU, including tutorials, SOPs, PowerPoint decks, and instructional materials.

  • Delivers timely topical presentations to the entire department and every division.

  • Assumes leadership role to ensure PCU compliance with Pinellas County and FEMA certifications, processes, and assessments

  • Verifies and documents PCU's facilities for sheltering in place, including provisions, logistics, security, and an alternate UOC location in the event of an evacuation.

  • Demonstrates command presence in communication, leadership, decisiveness, and recommendations.

  • Performs related work as assigned or required.

Position Specific Requirements

Experience: Technical and professional experience in the assigned subject matter area of responsibility (emergency mitigation, preparedness, response, and recovery) and planning that includes 1 year of supervision or supervisory training.

Education: Emergency management, project management, or business or related field.

  • At least 8 years of experience as described above.

  • Associate's degree as described above, and at least 6 years of experience as described above.

  • Bachelor's degree as described above, and at least 4 years of experience as described above.

  • Master's degree as described above, and at least 2 years of experience as described above.

  • Doctoral degree as described above.

  • An equivalent combination of education, training, and/or practical, emergency-related experience.

  • May respond 24/7, holidays, weekends, and evenings, in the event of an emergency. This position also serves as the Utilities Operations Incident Commander in the event of activation of the County Emergency Operations Center or a Utilities-specific need arises that may warrant such a response.

Physical/Mental Demands

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.

  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.

  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Standing: Particularly for sustained periods of time.

  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
