The County of Riverside's Riverside University Health System (RUHS) Medically Indigent Services Program (MISP) is currently recruiting to fill a vacancy for an Eligibility Specialist Supervisor II. This position will support the Medically Indigent Service Program in Moreno Valley, CA.

The most competitive candidates will have experience with eligibility services for or more public social service aids or medical assistance programs as well as the experience to review, evaluate, investigate, and justify eligibility determinations with at least one year of lead or supervisory experience.

  • Plans and directs through subordinate supervisors the operations of Medically Indigent Services Programs.

  • Reviews statistical reports; reviews current MISP procedures to ensure conformity and efficiency by all units.

  • Reviews the actions taken by subordinate supervisors respective to disciplining of assigned staff; reviews selection of temporary and regular employees; reviews employee performance evaluations performed by subordinate supervisors for consistency.

  • Conducts employee performance evaluations for supervisors; reviews training procedures and processes.

  • Researches and implements special studies and projects; makes recommendations for organizational or procedural changes to develop a more efficient organization.

  • Directs and coordinates through subordinate supervisors, procedural modifications resulting from policy changes or changes in state, county or federal laws relating to the work; prepares manual of office procedures.



Experience: Two years of experience as an Eligibility Specialist III in an Medically Indigent Services Program setting and one year of that experience in a lead or supervisory capacity as an Eligibility Specialist III in a Medically Indigent Services Program setting.


Education: Completion of 60 semester or 90 quarter units from a recognized college with a minimum of 15 semester or 23 quarter units in one or more of the following areas: public or business administration, social or behavioral science, supervision, or a closely related field; Additional qualifying experience may be substituted for the required education on the basis of one year of experience for 30 semester or 45 quarter units of college level course work.

Experience: Two years of experience equivalent to Riverside County's Medically Indigent Services Program's Eligibility Specialist III or three years of experience equivalent to Riverside County's Medically Indigent Services Program's Eligibility Specialist II classification; one year of the experience must have been in a supervisory or lead capacity.

Knowledge of: The functions of SLIAG/Amnesty criteria and cards; Medical Regulations; SSI/SSD Regulations; MISP eligibility criteria and scope of services; the principles of supervision; training and instructional methods and techniques.

Ability to: Plan, assign and supervise the work or others; speak and write effectively; establish and maintain cooperative working relationships with fellow employees and the general public; work effectively with other disciplines; train and develop staff, identify problems requiring referral to other agency staff; use available sources of information effectively in determining eligibility; be proficient on a person

Position may require paid travel for training purposes. Spanish/English bilingual skills are a big plus! OBJECTIVES/PURPOSE The Medical Support Specialist determines donor eligibility to donate plasma, management of donor adverse events, review of laboratory test results, donor notification of unsuitable test results. The Medical Support Specialist works under the direct supervision of the Center Manager (or Assistant Manager as applicable) for operational guidance and under the supervision of the Center Physician for medical issues. Ideally, the Medical Support Specialist will be familiar with regulations of the plasma collection industry and/or a manufacturing environment. The Medical Support Specialist follows guidance provided by BioLife Medical Affairs and provides center level support of environmental, health and safety (EHS). ACCOUNTABILITIES * Donor Eligibility (85%) * Determine donor eligibility accurately and in a timely manner, to include, proper management of informed consent, AIDS education and confidential self-exclusion, medical history interview and acceptance requirements, physical examination, blood testing, and reviewing Serological Protein Electrophoresis (SPE) as required. * Evaluate and manage donor reaction(s), which occurs at the facility as outlined in the SOPs. Follow applicable SOPs for medical emergencies including the execution of Center Physician's standing orders and donor transport to emergency care facilities. * Manage donor deferral; reviews test results and notify donors of unsuitable test results per applicable SOPs. * Initiation and investigation of Post Donation Information (PDI). * Refer to the Center Physician or Medical Affairs (as applicable) when in need of providing unacceptable findings to donors, problem solving, or guidance concerning medical or technical issues, including donor safety and eligibility. * Demonstrate continued competency in the performance of job responsibilities and complete periodic assessment with the Center Physician per applicable SOPs. * Assist the EHS program as required per SOPs or as requested by the EHS Manager (5%) * Conduct pre-placement evaluation of new hires to include assessment of medical history questionnaire. * Support the Hepatitis B and Seasonal Flu vaccination programs for employees as applicable. * Maintain applicable employee medical records. * Member of EHS site committee and assist in training of employees, as required. * Manage employee incidents and determine whether further evaluation is required by occupational health/ER. Refer to EHS guidance regarding employee incidents. * Administer first aid to employees as needed. * Act as Pandemic Coordinator when authorized by EHS. * Supports investigations associated with pandemic threats within local community as indicated by EHS or Medical Affairs. * May perform all required duties in the area of Medical History (including, but not limited to): (10%) * Greet donors as they enter and exit the donor floor. * Take and record donor pulse, blood pressure, and temperature measures and monitor electronic donor questionnaire system. * Perform finger stick, test sample, and record other donor measures to include hematocrit, total protein and weight. * Enter donor information into the Donor Information System (DIS).
