The selectee for this position will serve as a ELECTRONICS TECHNICIAN for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Responsibilities

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Maintenance. Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment.

  • Installation. Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics.

  • Fabrication. Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data.

    Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing.

  • Testing and Evaluation/Research and Development. Developing or evaluating new or modified electronic systems.

    Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research.

  • Sustainment. Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures.

    Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures.

  • Troubleshooting. Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-05: Your resume must also demonstrate that you have successfully completed (a) all the requirements for a bachelor's degree in electrical engineering, electronics engineering, or electronics technology, or (b) 3 years of study in an accredited (by the Accreditation Board of Engineering and Technology, Inc. (ABET) curriculum in electronics, or (c) a full 4-year course of study leading to a bachelor's degree that included major study or at least 24 semester hours in any combination of courses such as engineering, physical science, technology, or mathematics.

At least 12 of the 24 semester hours must have been in electronics courses OR you have at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector applying basic principles, concepts, and practices sufficient to assist a senior technician in constructing simple components to meet specific frequency requirements, certain voltage rating, etc. OR you have a combination of experience and post high school education as described above that equates to one year of experience.

GS-06: Your resume must also demonstrate that you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying, standardized rules, procedures, or operations that require training and experience in electronics theory, methods, and equipment sufficient to follow specific layout and schematic drawings to construct and package simple devices and subunits of equipment, such as power supplies, amplifiers, and oscillators.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education that is directly related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector creating means of arranging, mounting, and wiring components in a chassis to ensure circuit components are securely mounted to avoid malfunctioning under extreme temperature, shock, and vibration conditions OR you have a combination of experience and graduate level education as described above that equates to one year of experience.

GS-08: Your resume must also demonstrate that you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector determining electronics assembly techniques and constructing a working model of equipment to meet specific shape, space, and weight requirements.

GS-09: Your resume must also demonstrate that you have successfully completed two full years of graduate level education that is directly related to the position being filled.OR you have at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing assistance with collecting and evaluating electronics equipment performance data OR you have a combination of experience and graduate level education as described above that equates to one year of experience.

GS-10: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) providing assistance with collecting and evaluating electronics equipment performance data; AND 2) interpreting and analyzing designs, diagrams, and schematics to evaluate feasibility.

GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) providing assistance with collecting and evaluating electronics equipment performance data; 2) interpreting and analyzing designs, diagrams, and schematics to evaluate feasibility; AND 3) evaluating faults in the operational configuration of electronic systems and equipment.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) providing assistance with collecting and evaluating electronics equipment performance data; 2) interpreting and analyzing designs, diagrams, and schematics to evaluate feasibility; 3) evaluating faults in the operational configuration of electronic systems and equipment; AND 4) developing designs, diagrams, and schematics for technical feasibility.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) providing assistance with collecting and evaluating electronics equipment performance data; 2) interpreting and analyzing designs, diagrams, and schematics to evaluate feasibility; 3) evaluating faults in the operational configuration of electronic systems and equipment; 4) developing designs, diagrams, and schematics for technical feasibility; AND 5) analyzing and diagnosing faults in the operational configuration of electronic systems and equipment.

GS-14: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing, managing, and implementing methods, processes, and practices for installing, fabricating, maintaining, sustaining, and/or troubleshooting complex electronics systems and/or equipment.

GS-15: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for providing executive-level management, planning, and direction of a research and development electronics department to include overseeing the installation, fabrication, sustainment, and the testing and evaluation of complex electronics systems.
