The Engineering and Technology Directorate (ETD), Electrical Engineering Division, Instrument Electronics Development Branch (Code 564) is seeking a highly experienced individual to serve as a Senior Instrument Avionics System Engineer. The work involves conception, specification, analysis, planning, development, installation, test, modification, and use of avionic systems for both flight and ground applications.

Responsibilities

The duties described below are for the highest grade level advertised. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

As an Electronics Engineer specializing in Avionic Systems, you will direct and/or manage the development and design of large, new, and unusually complex instrument avionics technology, equipment, or systems that impact national or international programs and result in major advancement in the state-of-the-art of broad technologies. You will manage instrument avionics systems and subsystem interfaces with other divisions.

You will assist in the strategic planning and implementation of flight facility architectures and standards for life cycle integration, verification, and assessment of reliability of instrument avionics systems. You will coordinate resolution of inter-divisional subsystem differences and incompatibilities to ensure that consistent instrument avionics designs are obtained with efficient utilization of program resources. You will conceive, initiate, and perform special studies related to the future of instrument avionics architectures and the appropriate verification methodologies.

You will provide project liaison support for instrument avionics hardware, software, and interface development. You will represent the Center and agency managers to the international avionics community and perform additional data systems and analysis work.

You will serve as a recognized aerospace engineering expert authority, advising and consulting on a national and/or international level. You will direct, manage, and conduct special trade studies and analyses of marked importance that significantly impact the engineering field and lead to major modifications or important extensions of current practices, and resolve key problems facing the organization or agency. You will contribute new designs or techniques that are regarded as major advances or have opened the way for further developments, or have solved problems of great importance to the field, agency or public.

Qualifications

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14 grade level, applicants must have one year specialized experience at the next lower grade level (GS-13) designing and providing technical leadership of the architecture, development and delivery of spaceflight instrument avionics hardware, software, and interface system development.

To qualify for the GS-15 grade level, applicants must have one year specialized experience at the next lower grade level (GS-14) leading the design, development and interface of a variety of electrical instrument avionic systems both flight and ground applications. In addition, you must have experience with high level project management concepts, theories and principles related to large scale projects, including planning, scheduling, and management of requirements.

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

VIEW JOBS 11/6/2018 12:00:00 AM 2019-02-04T00:00 GPM Operations Systems Engineer (Systems Engineer/Experienced Systems Engineer/Senior Systems Engineer) Description This position will support the Ground Systems and Mission Operations (GSMO) contract at NASA's Goddard Space Flight Center as an Operations Systems Engineer for the Global Precipitation Measurement (GPM) Flight Operations Team (FOT).The GPM FOT Operations Systems Engineer will: * Report to the GPM FOT Lead Operations Engineer on all matters related to GPM mission operations. * SupportRT Operations as scheduled and cover scheduled vacancies as necessary * Represent GPM Flight Operations Team at technical meetings as required by the GPM Mission Director.This may include a variety of Technical Interface Meetings (TIMs), Anomaly and Failure Review Boards (FRBs), Command Authorization Meetings (CAMs), and Configuration Control Board (CCB) meetings. * Become the Subject Matter Expert for the Entire GPM Ground System, specifically LSIMSS and T&C, and the Propulsion and SMAC Subsystems * Monitor the health and safety of the GPM spacecraft and ground system. * Monitor real-time activities, as required, and support special activities as necessary (DV, Yaw Maneuvers, DPR External Calibrations, etc…). * Respond to, identify and investigate spacecraft and ground anomalies. * Generate weekly reports, CAMs, Monthly Status Reviews (MSR), Annual Operations Status Review, etc… * Support MSR as required to discuss assigned systems/subsystems * Generate MOCRs, OARs, Event Reports, and Anomaly Reports as necessary * Perform daily trending and data analysis activities for assigned instruments/subsystems * Perform verification testing using the FlatSat for all off-nominal activities prior to use on the spacecraft. * Support GPM Automation development and testing as necessary * Support FOT in nominal, critical, and contingency operations. * Maintain LOPs, STOL procedures, displays, the training program and other operational tools, processes, and artifacts required for the on-going success of GPM. * Train other FOT members * Perform all other duties as assigned. * Will be required to be on-call one week per month (Monday – Monday), with additional off-nominal hours possible during special operations (including weekends and holidays). Qualifications Basic Qualifications: BS in engineering, applied science, or related field and 1 to 3 years of progressive, related experience.
