The Systems Engineering, Integration & Test (SEIT) Electronic Warfare (EW) Electronic Attack (EA) Systems Department requires an EW Planning & Management Tool (EWPMT) Program Chief Engineer with proven experience in developing innovative solutions that meet war-fighter needs to support the EWS business area relating to EA and Electronic Support (ES) capability development. The Program Chief Engineer requires proven technological experience suitable to define next generation Multi-Function EW.
EWPMT Capability Drops provide commanders with the capability to conduct Battle Damage Assessment on EW effects as well as enhanced capabilities for users to integrate, synchronize, assess, and coordinate Cyber Electromagnetic Activities (CEMA), enable Remote Control Management (RCM) of networked EW sensors, and SW enhancements to conduct lethal and non-lethal Targeting requests through Find-Fix-Target.
The Program Chief Engineer (PCE) is the single engineering leadership point of contact for the customer and is responsible for all engineering execution of an individual program. The PCE oversees all technical, schedule, and financial performance of engineering work. The CE is accountable to the Program Manager and their functional manager. The PCE is also indirectly accountable to the Program Area Chief Engineer.
Minimum 10 years related systems engineering (SE) experience
Established and managed product vision, strategy and goals to align the Program with the Customer and facilitate conflict resolution
Served as primary program technical POC with customer technical counterpart
Supported the Product Line Commonality and promote the re-use of engineering artifacts, models, tools, as applicable and permitted within the program constraint
Led/Participated in program reviews including IRs, gate reviews and program management reviews
Ensured proper configuration management of Engineering work products and chairs ERB, CCB and other major review boards
Led and approved engineering process tailoring
Actively participated in developing and guiding program IMS development
Actively participated in developing and guiding program risk and opportunity development
Reviewed and approved work packages to ensure logical task relationships are established
Demonstrated responsiveness for entirety of engineering execution including technical budget, cost, schedule and metrics
Determined & monitored technical priorities to meet cost, schedule & performance for the entire program
Demonstrated use of a structured decision making process when conducting formal and informal trade studies that impact the technical baseline and optimizes performance margins, cost and schedule
Established and maintained program technical baseline, ensuring product is optimized to meet contractual needs and can be executed within program budget and schedule
Ensured Robust Systems Architecture in alignment with technical baseline (Instantiate rigorous system architecture and design including successful Architecture Review Boards (ARBs) on programs prior to Gate 6)
Established and tracked both Key Performance Parameters (KPPs) and allocated Technical Performance Measures (TPMs) across the lifecycle
Monitored staffing against planned work; proactively engage with Engineering to project program demand in a timely manner to ensure adequate resource assignment. Document the program staffing demand.
Ensured effective use of independent reviews and achieve on-time completion of all Program Engineering Gate reviews
Ensured proper Engineering Risk and Opportunity management (ensures Engineering risks are captured, mitigation plans in place across IPTs)
Final approval of all contract-deliverable (CDRLs/SDRLs) Engineering products
Utilized business and execution metrics to align organization and drive decision making. Provide accurate, timely, actuals, forecasts and risk assessments, monitor and quickly respond to business changes and customer needs
Achieved all assigned budget targets
Ensured appropriate skills and personnel are assigned to engineering program tasks
Regularly assessed team members' performance to reward/recognize or provide development feedback. Provided inputs into personnel performance reviews twice a year
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
Experience in Functional Analysis/Design Synthesis System Architecture, System Model Development and Alignment (MBSE), Documented Design, Trades/analyses, Performance Analysis, Models, & Simulations
Experience with Use cases/functional descriptions
Ensured program adherence to the approved Measurement and Analysis Plan
Experience developing a Technical Data Package
Experience in the development and submitting technical publications and/or patents
Promoted a culture of continuous learning and mentorship
Supported the SM with updates to the technical pipeline (succession plan), knowledge transfer, back-fill, retirement risk assessment and critical knowledge retention
