Job Summary:

The Electronic Resources & Library Systems Librarian manages the lifecycle of subscription-based electronic resources, including trials, onboarding, contract review, license documentation, and troubleshooting of database and online learning products for students, staff, and faculty. Additional core responsibilities include working with vendors to negotiate license renewals, troubleshoot access and performance issues, and collaborate closely with the library director on budgeting. This position ensures that the library's electronic collections and related policies and services are up to date, professionally managed, and positioned to support the University's overarching goals of student success, and excellent in teaching, learning, and research. At HPU, every librarian is responsible for liaison work with assigned departments, as well as a functional area that serves both the mission of the library and the institution.

This multifaceted position encompasses the responsibilities of the library liaison to the College of Business. In this role, the librarian actively provides general research and reference services assistance and delivers library instruction sessions to the assigned discipline. The librarian also serves as the collection development subject specialist for the assigned areas and performs various public and technical routines.

Additionally, this position involves participation in promoting the library through campus committee service and engagement with the academic librarianship community through professional development, consortia or library association service, and scholarship. A strong commitment to fostering an inclusive and diverse learning environment is essential for leading student success in this role.

Qualifications:

Minimum Qualifications:

  • Master's degree from an ALA-accredited program.

  • Knowledge of managing library systems and e-resources.

  • Demonstrate understanding of issues, trends and best practices in e-resources and open access.

  • Demonstrate excellence in communication skills, both oral and written, with the ability to foster positive working relationships and build partnerships.

  • Requires advanced Excel skills for budgeting purposes.

Desired Qualifications:

  • Work experience with budgeting and acquisition of e-resources, online serials, or eBooks.

  • Experience with managing e-resources, e-journals or library systems.

  • Experience with licensing and negotiating contracts with vendors.

  • Familiarity with an array of publishing and access models, e.g., open access, traditional publishing, streaming media, document delivery, interlibrary loan, DDA, etc.

  • Familiarity with working within a consortia environment

  • Familiarity with information literacy and instruction

  • Familiarity with usage data collection and analysis using the COUNTER 5 standard

  • Familiarity with maintaining proxy software, e.g., EZProxy and/or OpenAthens

  • Knowledge of HTML, CSS, and webs design best practices.

  • Effective time, organizational, and project management skills with the ability to work independently and as a member of a collaborative team.

  • Strong analytical, problem-solving and organizational skills with demonstrated ability to prove well-reasoned analysis using appropriate research and data resources.

Other Qualifications:

  • Candidates must be legally authorized to work in the United States. Visa sponsorship and relocation allowance are not available for this position.

  • Must meet training and background check qualifications and comply with the Protection of Minors policy.

  • Able to work shifts assigned and extended hours.

  • Able to offer instruction sessions to assigned disciplines.

Key Responsibilities/Essential Job Functions:
1.Serve as the electronic resources and library system specialist (60%).

  • Manage the library's electronic resources including research and reference databases, e-books, online serials, streaming video and other electronic document collections.

  • Manage the selection, acquisition, payment and activation of electronic resources including preliminary license review and negotiation in consultation with Head of Acquisitions and Collection Development and/or the Library and Learning Commons Director.

  • Responsible for budgeting, ordering, invoicing, and cataloging of electronic resources, including online serials, when appropriate.

  • Executes license negotiations with vendors, publishers, and consortia, works closely with the university's legal office.

  • Maintains database and online serials information in online services, such as the integrated Library Management System (OCLC WorldShare), authentication service (EZProxy), online database listing (A-Z Database List) and like services.

  • Responsible for harvesting, collecting and reporting statistics of electronic resources, including but not limited to databases, e-books, and online serials.

  • Provides relevant statistical data and metrics, including usage and cost analysis, to support collection analysis and development decisions.

  • Disseminate information about electronic resource trials, training, upgrades, modifications, and disruption of services.

  • Provides support for print reduction projects and digital archives, such as storage transfer, digitization and uploading of files to the institutional repository.

  • Participates in the management of the library web pages on the HPU website and intranet, including the research web page for electronic databases, and work with all library units to facilitate continual updating of the content on the HPU web site and intranet.

  • Participates in establishing policies and guidelines regarding the library web pages; develop, improve, and maintain library web pages and library web links and provide support for library staff developing web pages and instructional tutorials.

  • Provides training and instruction for library personnel as well library users in the use of electronic resources, including the discovery service (HPU Discovery) 
    2.Provide public and administrative services (35%).

  • Participates in the planning, development and workflow for the delivery of services and activities of the Acquisitions and Collection Development Unit.

  • Serve as a collection development subject specialist in assigned areas, maintaining assigned collections in collaboration with faculty.

  • Offer library instruction, workshops and tutorials throughout the academic year addressing assigned disciplines and promoting e-resources usage.

  • Interact with faculty and other librarian subject specialist to recommend periodicals, and database trials and communicate the proper steps for acquisition to support new academic programs or accreditation needs.

  • Apply emerging technologies to develop and provide innovative services, improve workflows to improve library services and resources offered to faculty and students.

  • Interact responsibility with library staff to meet assessment, ordering and weeding deadlines.

  • Meet regularly with supervisor; exercise sound judgment while following instructions finished in written, oral, or diagram form to assist with services, policies, and procedures.

  • Proactively resolve unexpected and recurring daily problems; resolve patron service complaints, requests, and concern tactfully, courteously and in a timely manner; perform daily services and routines, and non-technical maintenance of equipment and facilities.

  • Efficiently create, maintain and compile statistics, forms, and reports and provide effective executive summaries to the Library & learning Commons Director, immediate supervisor and the Unit Head as appropriate.

  • Active and responsible participation in meetings, orientations, committees, functions.

  • Provide aid with basic circulation functions such as checking in and out books or renewals either on-site at reference or front desk or via phone and chat.
    3.Performs other related duties as assigned (5%).

  • Actively participates as an effective member of team by completing assigned duties, accepting additional assignments or reassignments.

  • Assist with providing coverage during peak times such as the first two weeks of the semester and the last two weeks of the semester which are also known as Extended Hour Schedule.
