This is an Air Reserve Technician (ART) Enlisted position.

Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

This is a standing register used to fill position at AFRC locations as vacancies occur. Some positions may have promotion potential to a higher grade than the grade being filled. Multiple vacancies may be filled from this announcement. The beginning and ending salaries may vary depending on location of position.

The first cut-off for this announcement is two (2) weeks from the opening date of this announcement. After the first cut off, the cut-off will be the 25th of each month.

The cut-off date for these positions is the 25th of each month. Therefore, if we receive your application by midnight on the 25th of the month, you are eligible to go on the register the following month. Some positions covered may or may not be obligated. Therefore, the selectee may be displaced by reassignment or reduction in force procedures at a later time should the previous incumbent exercise his/her reemployment rights.

Retired military are usually ineligible for membership in the Air Force Reserve. Retired military personnel who have active Air Force Reserve assignments may apply provided they show assignment (position and unit) on their application.

Responsibilities

The primary purpose of this Air Reserve Technician (ART) Enlisted position is to serve as an Electronic Integrated System Mechanic in an aircraft maintenance organization of an Air Force Reserve Unit. The incumbent will perform duties such as:

  • Rebuilding, overhauling, installing, troubleshooting, repairing, modifying, calibrating, aligning, and maintaining, integrated systems, i.e., where the output of a number of sensors subsystems are integrated in a logic subsystem and the resultant used to modify the operation of the total system. Examples are: fire control, flight/landing control, bombing-navigation, and electronic warfare or multiple integrated electronic systems composed of several of these systems which are closely interrelated and interdependent.

  • Modifying/updating avionics support equipment and support software according to applicable technical publications.

  • Analyzing performance and isolating malfunctions of aircraft lind replaceable units (LRUs) and using computer controlled and manual test stations and equipment to determine operational condition of components of aircraft systems.

  • Documenting work performed on appropriate forms and systems.

  • Providing on-the-job training to lower graded Electronic Integrated System Mechanics and others in related trades on procedures.

CONDITIONS OF EMPLOYMENT:

Position may or will require incumbent to: (1) Obtain and maintain the appropriate security clearance. (2) Work uncommon tour of duty. (3) Maintain job proficiency by reading/reviewing new or revised technical orders or related publications and by completing applicable CDC, OJT, and FTD classes as required. (4) Some positions under this announcement may be designated as drug testing position where the incumbent may be subject to random testing. (5) Some positions under this announcement may be covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of such position. (6) Incumbent's regular assignments are primarily ART duties: however, some non-ART duties, generally not to exceed 30 percent of total responsibilities may be assigned. (7) Physical effort involves lifting components and equipment and working in tiring and uncomfortable positions. Items lifted generally weigh up to 40 pounds and occasionally objects weighing in excess of 40 pounds. Requires a high degree of manual dexterity, eye to hand coordination, prolonged standing, walking and normal color vision. (8) Work is performed inside in a shop environment and outside on the aircraft, subject to inclement weather. Mechanics are subject to injuries such as cuts and bruises and my be subject to danger form exposure to hazardous materials, high pressure air, high noise level, electrical shock, RF radiation and burns from soldering irons. (9) Some positions under this announcement may be controlled positions covered by the Personal Reliability Program (PRP). (10) Some positions covered by this announcement may be designated as drug testing positions where the incumbent may be subject to random drug testing.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

Position may or will require incumbent to: (1) Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments. (2) Incumbent is required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. (3) Position may require a background security investigation to determine suitability for employment and/or a security clearance.

Qualifications

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
