Administrative Services Officers function as business managers for a large division or major program area or facility, with responsibility for accounting, budgeting and business management of various services and operations.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. The Department of Agriculture (NDA), Food and Nutrition Division (FND) in Sparks is recruiting for an Administrative Services Officer (ASO) 2 position.
The ASO 2 manages the accounting, budgeting, review, and analysis for multiple and diverse program budgets for the Division. FND administers 13 of the 15 USDA funded Food and Nutrition Programs with a budget of approximately $192M.
The position is also tasked with overseeing and coordinating the most critical core business functions for all programs across the division, including accounting; budget/fiscal; procurement/purchasing; contract monitoring; grants, subgrants and Request for Proposals (RFPs); analysis, work program requests, assisting with budget building, including enhancements, decision units, projections; travel and equipment logs; federal reporting; implementing, maintaining, monitoring, and reporting results of financial operations as well as grants management, contract administration, forecasting, performance indicators and measurement, internal audits and operations reviews, and managing the procurement, inventory and contracting processes for all programs; interpretation and application of a variety of regulations, policies and procedures at the Federal, State and local levels; and liaison with FND program staff and NDA fiscal staff to accomplish objectives and ensure compliance. The incumbent will attend and potentially participate in Interim Finance Committee and Board of Examiners meetings. This position reports directly to the FND Administrator. This position has a travel requirement of up to 25%. In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field and four years of professional experience including two years of responsibility for major business operations/functions such as grants administration, contract and lease administration, purchasing and warehouse operations, human resources, Information Technology or facilities maintenance and construction; and two years of experience formulating, developing and analyzing program or agency budgets; and fiscal management; one year of which was equivalent to an Administrative Services Officer I in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements Requires a valid driver's license or evidence of equivalent mobility at the time of appointment and for continuing employment.
