Duties Summary

Inspects and tests electrical installations and equipment in all types of buildings and structures, including multi-storied buildings, for compliance with plans and specifications, electrical codes and other pertinent ordinances and accepted safety standards; and performs other related duties as required.

There are two (2) immediate vacancies with the Department of Public Works - Building Division:

  • one (1) permanent full-time vacancy in Hilo.
  • one (1) permanent full-time vacancy in Kailua-Kona.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Inspects electrical installations and equipment in residential, commercial, and industrial buildings, including multi-storied buildings for compliance with the provisions of the County Electrical Ordinance, National Electrical Codes, engineered plans and specifications.

  • Checks type, size and number of wires, boxes, outlets and conduits being installed.

  • Checks load on feeder lines by conducting necessary tests.

  • Checks wiring of various appliances and equipment.

  • Rejects or approves electrical installations and issues certificates of approval when work is approved in it's final phases.

  • Issues correction notices, stop work orders, notices of violations, orders, and follows up to see that violations are corrected.

  • Advises electrical contractors or owners to comply with County Ordinances, National Electrical Code, engineered plans and specifications.

  • Investigates premises where fires occurred to determine whether fires were due to electrical causes.

  • Inspects installation of solar water heater and photovoltaic systems for compliance to County codes, National Electrical Codes, engineered plans and specifications.

  • Inputs and checks permit status updates in the permitting software system and/or other applications.

  • Reviews applications for electrical permits, checks and verifies information recorded on application with related building permits on file, verify permit fees according to established rate schedule.

  • Checks electrical details of plans submitted for electrical permits for compliance with electrical code, County ordinance, and appropriate permit fees according to established rates.

  • Reviews less a wide variety electrical plans to determine whether proposed wiring and equipment meet code requirements.

  • Compute and determine capacity for any required service entrance equipment and number of circuits based on given load.

  • Rejects or approves electrical installations and issues certificates of approval when work is approved in its final phases.

  • Keeps work records and prepares reports of inspections made.

  • Check for compliance to contracting and trade licensing laws.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • four (4) years of experience in the supervision and/or installation, alteration, repair, and maintenance of electrical equipment, wiring, and apparatus as a journey level electrician, of which
  • one (1) year shall have been in electrical code enforcement work, and
  • possession of a State of Hawai'i Supervising Electrician's license at time of filing (scan and attach a copy of your license to your application), and
  • possession of a State of Hawai'i Driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Note:In-person interviews and/or further testing in Hawai'i County may be required at the discretion of the hiring department/agency. Knowledge of: the County of Hawai`i and National Electrical Codes; building and safety codes and other pertinent ordinances pertaining to electrical installations; standard practices, methods, materials, and tools of the electrical trade; basic principles of electrical installation as they apply to electrical appliances and wiring installations; legal procedures involved in enforcing electrical and safety-codes and ordinances; operation and maintenance of standard office machines, computers, tablets, cell phones and other, mobile devices; and electrical contracting and electricians trade licensing laws.

Ability to: inspect electrical installations and equipment and render decisions in conformity with ordinances and codes engineered plans and specifications; recognize hazardous situations and determine means of correction; read and interpret plans and specifications, electrical codes and pertinent ordinances and apply them to specific cases; deal tactfully with electrical contractors, work persons, and the general public; maintain records and prepare reports; assist clerical staff in answering phones and assisting the public at the counter; and operate and maintain standard office machines and equipment, including electronic computer equipment, peripherals, and mobile devices.
