This is responsible technical work at the full performance level inspecting industrial and commercial buildings, apartment houses and individual dwellings. An employee in this class ensures compliance with County ordinances and the National Electrical Code governing the installation and operation of electrical systems and equipment. Employees normally work independently on field inspections, making decisions requiring the use of technical judgment and discretion. However, they consult with the Chief, Inspections, Licenses & Permits on unusual cases. Work is subject to review by the Chief, Inspections, Licenses & Permits. Performance evaluation is based on review of reports and spot inspections.

  1. Conducts inspections of new and existing wiring and electrical installations in residences, businesses, public and other buildings for conformation with safety standards, laws and ordinances.

  2. Checks plans and workmanship to see if the electrical work complies with ordinances and regulations.

  3. Recommends methods for improvements.

  4. Checks existing wiring installations of vacated buildings prior to their reconnection to the main power circuit; approves existing installations or recommends further electrical work prior to reconnections.

  5. Determines that electricians working throughout the County have required County license or are supervised by a licensed electrician.

  6. Inspects private generating equipment for safety compliance.

  7. Prepares reports and maintains records of work performed.

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Considerable knowledge of the methods and practices involved in constructing, installing, maintaining and operating a variety of electrical installations, equipment and appliances; 

  • Knowledge of National Electrical Code standards relating to electrical appliances and installations; 

  • Knowledge of possible defects and flaws in electrical wiring and appliances; 

  • Knowledge of standard testing devices and of effective corrective measures; 

  • Knowledge of pertinent electrical codes. 

  • Ability to detect and locate defective electrical wiring and construction when defects are easily accessible and remedied; 

  • Ability to understand and work from construction and electrical blueprints, drawings and diagrams; 

  • Ability to establish and maintain effective working relationships with building owners, contractors and craftsmen; 

  • Ability to enforce ordinances and other regulations with firmness, tact and impartiality; 

  • Ability to demonstrate good judgment; 

  • Ability to inspect while in kneeling, sitting or prone positions depending on location of the item to be inspected. 

  • Must be proficient in map reading. 

EDUCATION/LICENSURE/EXPERIENCE:

Possession of a high school or vocational-technical school diploma, or a GED certificate AND four (4) years experience as a LICENSED JOURNEYMAN ELECTRICIAN RECOGNIZED BY THE STATE OF MARYLAND AND obtain a State of Maryland Master Inspectors License within 1 year of employment.

OR

Possession of a high school or vocational-technical school, diploma, or a GED certificate AND possession of a MASTER ELECTRICIAN'S LICENSE RECOGNIZED BY THE STATE OF MARYLAND for a two (2) year period prior to application for Electrical Inspector and pass the ICC E1 Residential Electrical Inspector exam within 6 months of employment

PROMOTIONAL OPPORTUNITY:

INSPECTOR I is an entry level class. Employees in this class will be promoted to the experienced level after all requirements have been met and proficiency has been demonstrated to the supervisor.

LICENSE:

Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.  Please be advised this position requires a valid driver's license and you must include the full driver's license number on the electronic application.  Your application will not be considered if you fail to include your driver's license number on the application.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
