Job Summary

Under general supervision, is responsible for performing inspectional work and enforcing compliance for new construction, remodeling, alterations, repairs, moving, or demolition of structures to ensure compliance with the City adopted building codes, zoning ordinances, and other related City ordinances. Working conditions are primarily in a field environment. Exercises no supervision.

Essential Job Functions

  • Conducts inspections to ensure proposed construction conforms to the National Electrical Code, International Energy Conservation Code, Unified Development Code, and City Public Service Standards.

  • Discuss repairs, alterations, and new construction with owners and contractors; explains and interprets building codes and regulations.

  • Issues verbal or written orders for correction of defects in materials, workmanship, and other violations of codes and ordinances.

  • Documents inspection results and investigations in laptop or desktop computer using land development software.

  • Responds to questions by phone pertaining to building related codes, zoning, and the Unified Development Code.

  • Inspectional work requires communication by a variety of methods and may include sitting, standing, reaching, walking, twisting, crawling, kneeling, climbing ladders of any height and may lift/carry up to 50 pounds at work sites.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Four (4) years of experiencein electrical construction.

  • Electrical Inspector must obtain International Code Council (ICC) Certification as an Electrical Inspector within one (1) year of employment, and Electrical Inspector (commercial) must possess journeyman or master electrician license issued by the City of San Antonio or State of Texas.

  • Valid Class "C" Texas Driver's License.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of principles, practices, and techniques of building construction.

  • Knowledge of basic architectural and engineering principles and practices.

  • Knowledge of architectural and engineering mathematics.

  • Skill in utilizing Architectural and Engineering scales and tools.

  • Skill in utilizing a personal computer and associated software programs.

  • Ability to learn the Unified Development Code of the City of San Antonio.

  • Ability to learn City Ordinances relating to zoning and building construction.

  • Ability to properly interpret and apply all applicable related codes.

  • Ability to read blue prints and specifications.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

  • Ability to perform all the physical requirements of the position, with or without accommodations.

VIEW JOBS 9/28/2022 12:00:00 AM 2022-12-27T00:00 <p>Description</p><p>The Housing Quality Standards Inspector performs specialized work of average difficulty involving the inspection of single and multi-family residential dwellings to determine their physical condition, necessary repairs and conformance to applicable Housing Quality Standards (HQS), regulations and codes. Performs negotiation of reasonable rent as outlined in the Code of Federal Regulations (CFR).</p><p>Examples of Duties</p><p>The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require presence in the workplace on a regular basis and regular attendance must be maintained.</p><ul><li><p>Conducts Housing Quality Standards (HQS) inspections, including initial, annual, complaint and quality control inspections, to determine external and internal conditions of dwellings under the Assisted Housing Programs including operability of heating, electrical and plumbing systems and conformance to HQS.</p></li><li><p>Performs follow-up inspections to determine completion of repairs indicated on previous inspection and makes recommendations to supervisor for appropriate follow-up action when necessary.</p></li><li><p>Complete, generates and negotiates the reasonableness of proposed rents for units by evaluating the condition of the dwelling and comparing the fair market value of the area to the proposed rent.</p></li><li><p>Monitors general maintenance of assigned SAHA vehicles, gas cards and other issued equipment.</p></li><li><p>Responds to inquiries from owners, clients and the general public by providing general information about the Assisted Housing Programs.</p></li><li><p>Ensures timely completion of required forms or reports, including personal timesheet</p></li><li><p>Participates in informal hearings to resolve conflicts between residents and owners, and provides recourse for claims made against residents and/or owners.</p></li><li><p>Researches resident files to verify information regarding utilities, appliances, or other pertinent information.</p></li><li><p>Schedules inspection routes on a daily basis and generates inspections in system.</p></li><li><p>Documents inspections in system through detailed notes and uploads photos to file management system in an organized and timely manner.</p></li><li><p>Communicates inspection results to landlords and outlines HQS violations detected to the landlord.</p></li><li><p>Demonstrate diplomacy when working with housing applicants, residents, property owners, etc. for each unit inspected</p></li><li><p>Performs other duties as assigned.</p></li></ul><p>Behavioral Competencies:</p><p>This position requires the incumbent to exhibit the following behavioral skills:</p><p>Commitment: Sets high standards of performance; pursues aggressive goals and works hard/smart to achieve them; strives for results and success; conveys a sense of urgency and brings issues to closure; and persists despite obstacles and opposition</p><p>Customer Service: Meets/exceeds the expectations and requirements of internal and external customers; identifies, understands monitors and measures the needs of both internal and external customers; talks and acts with customers in mind; and recognizes working colleagues as customers</p><p>Effective Communication: Ensures important information is passed to those who need to know; conveys necessary information clearly and effectively orally or in writing; demonstrates attention to, and conveys understanding of, the comments and questions of others; and listens effectively. Knowledge of the use of Google Gmail or other similar email system. Basic keyboarding skills. Knowledge of desktop PC and use of computer mouse. Ability to use Android or OSx cell phone or mobile device to process work orders, inspections, take photos and upload to Google drive software. Ability to maintain and keep complex passwords and mobile device security code confidential and available for access to business devices.</p></li><li><p>Successful completion of a criminal history background check, education, and work history verification, and drug screening test.</p></li></ul><p>Preferred Requirements:</p><ul><li><p>Bachelor's Degree (B.A.) from a four-year college or university with college course work in business administration or related field.</p></li><li><p>Specialization in Real Estate, Building Trades, Property Management or Residential Inspections.</p></li><li><p>Housing Quality Standard Inspection Certifications</p></li><li><p>Professional Real Estate Inspector.</p></li><li><p>Licensed by the Texas Real Estate Commission.</p></li><li><p>Experience with accessing customer portal for access to benefits and business intranet. Understanding of how to connect to Wi-Fi networks.
