Job Description:

This position is for a Senior Manager responsible for the Radar/EW Electrical Engineering functional organization. The senior manager will report directly to the Director, IWSS Product Engineering and will be responsible to achieve business commitments.

The senior manager will provide technical, programmatic, and administrative leadership to 5 first level managers and their associated groups with a span of control of approximately 100 engineers. The senior manager will direct teams to ensure successful implementation of electrical sensor hardware requirements for multiple programs for the IWSS Line of Business. The senior manager will be responsible for coordinating subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, recognition and disciplinary actions.

The senior manager will oversee the design, development, documentation, and testing of sensor related products. The senior manager will lead and ensure that the appropriate standards, processes, procedures throughout the hardware development life cycle will be followed. The senior manager will create and maintain staffing plans, coordinate staffing forecasts, recruit and hire to develop the proper skill level mix for the center.

The senior manager will participate in the formulation and execution of Product Engineering technical strategy and will support new business pursuits via proposal generation, IRAD planning, development of technical baselines and customer presentations. The senior manager will have interaction with cross functional integrated management teams that will span the Lockheed Martin RMS lines of business.

Basic Qualifications

This position requires a proven leader with domain expertise in sensor electrical design in areas such as electronics warfare and radar sensors and related signal processors, power systems, or analog and digital hardware or components which are directly applicable to this product area with a minimum of 15 years of directly relevant professional experience. The candidate will have demonstrated competence in managing cross-disciplinary teams and must have a strong understanding of hardware engineering processes and the hardware engineering product life cycle.

The candidate must have excellent organizational skills, interpersonal skills and be able to communicate at both programmatic and technical levels with subordinates, senior management levels and the customer. The candidate must have demonstrated proficiencies in earned value, schedule, cost and risk management techniques. A technical undergraduate degree is required for this position. A technical graduate degree is highly desirable.

Occasional travel is required. Secret Clearance is required.

Possible assignments include RF Design, Development, and RF System Integration and Test. Manages staffing, resource allocation, progress tracking, develops and maintains technical and process expertise within the unit, technical domain, and Center of Excellence domain. Provides/coordinates technical support, design, analysis, modeling, test, evaluation, troubleshooting of products including exciters, receivers, and front-end RF signal processor and conditioner hardware. Interface with Program Management across the Market segments to understand and develop proposals, requirements, and designs in support of program goals. Administer and executes policies and procedures that affect subordinate employees. Ensures that projects are completed on schedule following established procedures, schedules, and work plans while achieving program cost and technical objectives. Develops work assignments, assesses performance. Basic Qualifications: Selected candidate must have leadership experience in a technical engineering role or in a functional management role. Knowledge and experience with the RMS Common processes for hardware or firmware development preferred. Working knowledge of one or several of the following skills - RF Chain Analysis, RFSoC, Antenna Design, Transmitters, Exciter/Receivers. Excellent verbal, written and interpersonal skills. Experience with full life cycle system or hardware development. Knowledge of Earned Value Management and tracking practices preferred. Accountable for ensuring organization staff achieves applicable program and business commitments (technical, cost, and schedule). Demonstrated ability to proactively establish and execute program commitments including EV metrics, Technical Performance Metrics, and Mission Success Milestones. Desired Skills: Leadership experience in a challenging technical role is desired. In addition candidate must have the ability to hire and develop staff to meet long term vision of business requirements and employee growth. Participate in, oversee, and contribute to groups design engineering activities. Manage design engineers, making functional assignments for best use of the staff to support all Product Engineering program needs. Communicates Center of Excellence (COE) long term vision (people, process, tools) within unit. Ensures critical resources are applied in alignment with overall business priorities and coordinate staffing changes with appropriate Program Organizations.
