The following are the duties of this position at the full working level.

  • Analyzes, plans, programs, and coordinates projects including scope of work, designs, specifications, advisability and functional impact analysis, feasibility studies, budget and cost estimates, and scheduling.

  • Reviews, evaluates, corrects and/or approves design concepts, contract specifications, cost proposals including direct labor and other costs, and materials submitted by contractors under IRS or GSA contracts for completeness, accuracy, adherence to IRS standards, code compliance and effectiveness for project.

  • Serves in an advisory capacity to key official in the field and/or headquarters offices as well as other government agencies for electrical engineering standards. Initiates electrical engineering projects, which require innovative and original concepts to enhance the customer's improvement programs for general and special purpose type space. Prepares and presents status reports on assigned projects.

  • Monitors contractor's performance of technical aspects of contract to assure that performance is strictly within the terms, conditions, and scope of contract. Reviews contractor invoices. Certifies acceptance and recommends payment if they accurately reflect contract deliverables completed and accepted.

  • Conducts field investigations to obtain technical information and/or to inspect construction in progress to ensure compliance with contract documents.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

BASIC REQUIREMENTS: Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ORA combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one (1) of the following:- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.- Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements.- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

SPECIALIZED EXPERIENCE GS-13: To be minimally qualified for Electrical Engineer positions, you must meet the basic requirement below. In addition to meeting the basic requirements (positive education/experience requirement) above, you must also have the following: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of electrical engineering projects that required a wide range of knowledge of electrical engineering principles, theories, concepts, methods, and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed several alternative approaches in the process of advising management concerning major aspects of highly technical alteration and construction projects. Experience in directly supporting a data center with the design, maintenance, and operational reliability reviews of uninterruptible power supply (UPS), Generator, Switchgear, and distribution systems. Experience with the investigation of data center infrastructure failures and the development of associated corrective actions.
