Summary

The selectee for this position will serve as as Electrical Engineer in the Operations Division, Public Works Department, Camp Lemonnier, Djibouti, Africa of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Above salary does not include locality. Locality adjustment will be determined by duty location once a selection has been made.

Responsibilities

The successful selectee will perform the following duties:

  • Analyze contract drawings and specifications to determine the extent of the contractor's responsibility under the provisions of the contract.

  • Prepare government estimates used in negotiating cost of approved changes.

  • Develop projects that require improvisation, ingenuity, and a high degree of technical judgment related to electrical or mechanical engineering.

  • Perform design review of construction drawings and specifications for electrical systems, such as primary systems (5-35KV class serial and underground), secondary systems (0-600 volt, interior and exterior), transformers, etc.

  • Perform contract-related services such as writing scope of work, estimating, site surveys, contractor selection, negotiation, performance monitoring, product or design review, evaluation for bids, inspection, and acceptance.

Qualifications

This is a full-time temporary assignment not to exceed one year. This assignment may be extended up to 2 additional years at the discretion of management and in accordance with applicable regulations. This position may be filled as a Temporary Promotion or Temporary Reassignment.

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject .position. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field

This position is 100% TDY and requires travel, up to 75% of the time, from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Selectee must obtain and maintain a current valid United States driver's license.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) providing subject matter expertise on electrical engineering issues; 2) preparing and/or collaborating on the development of design drawings, project specifications and cost estimates; 3) coordinating with and/or directing personnel or contractors to complete complex engineering and construction projects; and 4) analyze engineering work to provide recommendations for solutions to complex problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces.

The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities.

Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 30% Post Differential pay.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.

OR

Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study.

The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

OR

Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc.

These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
