The selectee for this position will serve as as Electrical Engineer in the Operations Division, Public Works Department, Camp Lemonnier, Djibouti, Africa of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Above salary does not include locality. Locality adjustment will be determined by duty location once a selection has been made.

This is a full-time temporary assignment not to exceed one year. This assignment may be extended up to 2 additional years at the discretion of management and in accordance with applicable regulations. This position may be filled as a Temporary Promotion or Temporary Reassignment.

Responsibilities

The successful selectee will perform the following duties:

  • Analyze contract drawings and specifications to determine the extent of the contractor's responsibility under the provisions of the contract.

  • Prepare government estimates used in negotiating cost of approved changes.

  • Develop projects that require improvisation, ingenuity, and a high degree of technical judgment related to electrical or mechanical engineering.

  • Perform design review of construction drawings and specifications for electrical systems, such as primary systems (5-35KV class serial and underground), secondary systems (0-600 volt, interior and exterior), transformers, etc.

  • Perform contract-related services such as writing scope of work, estimating, site surveys, contractor selection, negotiation, performance monitoring, product or design review, evaluation for bids, inspection, and acceptance.

  • This position is 100% TDY to Camp Lemonnier, Djibouti, Africa, and requires travel up to 75% of the time.

Requirements:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field

This position is 100% TDY and requires travel, up to 75% of the time, from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Selectee must obtain and maintain a current valid United States driver's license.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. SELECTIVE PLACEMENT FACTOR: This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. If you meet this requirement it is highly recommended that you provide a copy of your current registration with your application.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) providing subject matter expertise on electrical engineering issues; 2) preparing and/or collaborating on the development of design drawings, project specifications and cost estimates; 3) coordinating with and/or directing personnel or contractors to complete complex engineering and construction projects; and 4) analyze engineering work to provide recommendations for solutions to complex problems.
